All this is happening against the backdrop of the fact that Enakievsky’s name appears on the official website of the Ministry of Internal Affairs in the list of wanted criminals.

Yuriy Enakievsky sends out statements through his press service in which he accuses Ukrainian journalists investigating his old frauds and new corruption schemes of slander.

It is noteworthy that Ivanyushchenko’s statements were used as a primary source in a number of central mass media.

Censor.NET decided to contact the said press service for a comment in order to find out first-hand where and how “the main demon of Yanukovych” lives today, how shallow his condition has become and whether it has become shallow, and, in the end, what is the reason for his return to the Ukrainian information space , albeit in virtual form.

However, finding her contacts has turned from a routine matter into a mystery.

From the latest, on July 16, a statement was circulated on the Internet regarding the conflict that had developed around the 7 Kilometer market.

In it, Yuriy Ivanyushchenko regards the attempt to link his name to the conflicts on the “7th kilometer” as a desire to discredit or divert attention from important processes in the region. This statement looks even more strange against the background of the fact that Ivanyushchenko himself has repeatedly declared his involvement in the market, the leadership of which is seen in financing the structures of the “DPR” and “LPR”.

As a rule, statements from Ivanyushchenko’s press service end with promising words:

“Dear colleagues, in such situations we ask you to contact the press service of Yuri Ivanyushchenko, where you will immediately be given complete information and answers to all questions.”

The catch is that, despite the statement about complete openness and readiness to cooperate with the media, in reality Ivanyushchenko’s press service turned out to be not only closed, but simply inaccessible.

The editors of one of the central online media, which published a statement from Ivanyushchenko’s press service, were unable to provide her contacts in response to our request. The publication motivated the refusal by the fact that the editorial office has no connection with the said press bureau, and cannot explain how the news ended up on the site. Let us note that this resource published Ivanyushchenko’s statement at least ten times. We were unable to communicate with the editor of the other site, despite extreme persistence. And all the journalists who could have been involved in publishing the news found themselves either on vacation or on sick leave. However, one of the Odessa publications admitted to us that they published the news with reference to Ivanyushchenko’s press service through an intermediary, whose name they could not name.

This answer probably partly explains Ivanyushchenko’s method of working with other Ukrainian media that agreed to publish his statements. The question logically arises: why does Yuri Ivanyushchenko “jean” on top Internet resources? Why should a person who is wanted, for whom there are a number of serious questions from law enforcement agencies, be reminded of his existence and give, albeit illusory, but still the opportunity to the special services to trace the chain through which certain information gets to the press? Maybe because the “supervisor” of the Yanukovych era, unlike his former patron, still plans to return to Ukraine?

Working business

The main source of cash for Ivanyushchenko is considered to be the Odessa manufactured goods market "7 kilometer". In 2010, the company was inexplicably transferred from its legal owners to Ivanyushchenko’s companies. All owners except one, Denis Voloshin, simply donated their share in the profitable business. And Denis Voloshin, who refused to hand over his part, was forced to hide abroad from Ivanyushchenko’s representatives. Today Voloshin is returning legal property through the courts. Since 2010, the market has been restructured to a work scheme that allows you to get the maximum amount of money, bypassing the budget.

Thus, according to media reports, there are about 20 levies on the market that are collected by temporary businesses from entrepreneurs. For those who are intractable, at the “7th kilometer” there is a special company “Bezpeka Business”, which convincingly offers entrepreneurs its services so that there are no problems.

And recently, a group of people in camouflage have been working at the Ivanyushchenko market. This “patriotic battalion” also helps entrepreneurs pay for services with which they do not entirely agree. Traders repeatedly came out at press conferences to appeal to law enforcement agencies and directly to Governor Saakashvili. Entrepreneurs demanded a financial audit of the market to understand why they were collecting money from them if the market had not been developing for more than five years.

People’s anxiety is explained by the constant scandals that Enakievsky’s enterprise gets into. Either the market management was caught transferring 23 million UAH to LPR enterprises, then the directorate, whose representatives provided jobs for services of a dubious nature, was caught in the scandal, then it turned out that Ivanyushchenko and his representative on the market, Ivan Avramov, were Alexander Kifak in legal matters. But law enforcement officials are still stubbornly silent.

Moreover, in April, MP Sergei Leshchenko reported that the GPU helped to lift the seizure from Ivanyushchenko’s accounts.
Another news was the message that the SBU allowed the companies of Yanukovych and Ivanyushchenko to export coal from the ATO zone.

Law enforcement officials redirect requests from Censor.NET to the Ministry of Internal Affairs to the GPU. And the GPU reports that they are looking for Ivanyushchenko, but cannot find him. As for the operating business and the press service, the security forces do not want to communicate, citing the secrecy of the investigation.

If we trace the trend since the beginning of 2015, we can conclude that soon Ivanyushchenko will not only return to Ukraine, but will again be able to participate in its political life. And what? The thesis “War will write off everything” has not yet been canceled. Being a deputy of the Verkhovna Rada and “supervising” from the Family, Yuriy Ivanyushchenko remained invisible to the eyes of the overwhelming majority of the population of Ukraine. But this did not stop him from resolving the necessary issues in his favor. And the fact that now Ivanyushchenko not only calmly continues to own the seized business, but is also trying to come out of the shadows, only speaks of his confidence in impunity and provokes a lot of questions to law enforcement agencies and the authorities in general.

We can only speak with certainty about one fact from the life of the People's Deputy of Ukraine - he was born on February 21, 1959. These data are published on the Verkhovna Rada website and are consistent with all other published biographies of Yuri Ivanyushchenko. Everything else raises questions. For example, the place of residence of the people's deputy. The parliamentary website claims that this is Yenakievo. Although Ukrainian media call him a resident of Monaco. Let's not quibble over the words - it is clear that Yenakievo is only a place of registration. But having lived permanently in this mining town for almost half a century, Ivanyushchenko had to acquire some kind of real estate there and leave some traces of his activities.

All the Enakievo residents, from whom I, referring to the official biography, was interested in the work history of Yuri Ivanyushchenko, unanimously declared that he had never worked anywhere. Neither do the long-term workers of the Enakievo coke plant, where he supposedly worked his way up from electrical workshop foreman to deputy director for economics for 15 years (from 1981 to 1996). It is interesting that Yuri Ivanyushchenko achieved such career growth without having a higher education (he graduated from the Berdyansk University of Economics and Management with a degree in Accounting and Audit only in 2007), which is a rather atypical case for the Soviet Union. Although for Yenakievo it is not surprising. History already knows one Yenakievite who, having two convictions behind him, managed to head an enterprise and even a Komsomol organization...

By the way, without having a higher education (not just economics, but in general), Ivanyushchenko from 1996 to 2005 was listed as director of economics and president of NPP Alvi-Invest, and from 2005 until the time of his election to the Verkhovna Rada - President of UGK LLC 2000". Both companies are registered at the same Yenakievo address. On Internet reference resources, the first field of activity is described as follows: “Production and sale of coke; Food trade; Footwear trade; Agricultural production; Release of consumer goods; Wholesale trade of alcoholic beverages. Products: Coke; Nails. Services: Passenger transportation." In general, everything is in a heap.

The activities of UGK 2000 LLC can be judged by information about its victory in the tender announced by the Anthracite State Enterprise of the Ministry of Coal Industry of Ukraine for the overhaul of “lot 1 - sections ZKD-90 - 166 units; lot 2 - combine harvester IGS-68 - 1 unit” for the amount of 28675897.20 UAH. True, this happened after Ivanyushchenko went to work in the Verkhovna Rada - in May 2008. There are no other references to the activities of this company.

Also, the media call Yuri Ivanyushchenko the founder of several more companies: CRE LLC (market trade) and Lugresours LLC, which, according to the online publication PRO-TEST, “officially deals with sanatoriums.”

The main source of business income for the recipient of the third (along with the Yanukovych family and R. Akhmetov) financial flow of the country in the late 90s, according to the same PRO-TEST, was the slag dumps of the Yenakievo Metallurgical Plant. True, the publication claims that Ivanyushchenko got into this business after Rinat Akhmetov acquired the plant, and our sources in Yenakievo say much earlier. Therefore, it is difficult to judge who gave what to whom: Ivanyushchenko - the metallurgical plant to Akhmetov, or - Ivanyushchenko’s dumps. Most likely, there was a division based on capabilities and interests. Akhmetov was already focused on the economy and had the resources for this, while Ivanyushchenko preferred money that was easy and did not require intellectual and material investments. By the way, he still has the same preferences now. At least, according to information from the “Left Bank” in Zaporozhye, Yuriy Ivanyushchenko controls “the dumps of two metallurgical plants in the city, which are literally a “gold mine.”

In addition, according to Enakievo sources, Ivanyushchenko “protects the mines,” that is, illegal coal mines, of which, by the way, there are many in Enakievo. The media also report on Ivanyushchenko’s business connection with Luhansk resident Ivan Avramov, co-owner of Donbassholding CJSC, which deals with coking coal and coal transportation. According to Focus magazine, Avramov is one of the hundred richest people in this country. By the way, Avramov attended the wedding of Ivanyushchenko’s daughter in Donetsk.

Those who know about him mainly characterize him, some as a “quiet gambler”, others as an “arbitrator”, who always, even under Dolidze (in the 90s, the group of Dolidze brothers operated in Yenakievo, Shakhtersk, Kirovsk , Debaltsevo and also in the Lugansk region), was “above” the Yenakievo criminal world and separated conflicting authorities.

However, perhaps this is a consequence of Ivanyushchenko’s preference for shadow roles. Since, in the already mentioned certificate of the GRU of the General Staff of the Russian Armed Forces, “Yura Enakievsky”, aka “Yurets Maloy”, is called the leader of a “specialized team of killers” that committed more than 40 contract killings, “including the murder of the president of the Shakhtar football club Akhat Bragin (Alik Grek) and the former head of the Azov Shipping Company Anatoly Bandura.”

The Enakievo “criminal group consisted of a business link, which was represented by the Georgian Dolidze brothers, and a military link, headed by Yuri Ivanyushchenko (he also bore the nickname “Yurets Maloy”).” In this link, in addition to Ivanyushchenko, famous personalities included the godfather of Viktor Fedorovich Yanukovych, a certain “Zuy” (Zuyev A.P.), regular killers Salavatov Rafail Takhirovich “Salavat”, Vlad Penkovtsev, a certain Goncharov...”

And although this issue was resolved then (the coal mine was divided peacefully), this was the beginning of a deeper process of division, which is now only intensifying.

Criminal prosecution

At the end of January 2015, the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Ukraine put Ivanyushchenko on the wanted list. The Prosecutor General's Office suspected him of organizing the embezzlement of other people's property and illegal enrichment on an especially large scale under the following articles of the Criminal Code of Ukraine: Part 3 of Art. 27 (types of accomplices); Part 5 Art. 191 of the Criminal Code (misappropriation, embezzlement of property on an especially large scale); Part 3 Art. 368 (acceptance of an offer, promise or receipt of unlawful benefits by an official).

He disappeared from the view of law enforcement on December 15, 2014. The head of the Ministry of Internal Affairs, Arsen Avakov, stated that Ivanyushchenko organized and financed the “titushki” who kidnapped, beat and killed Euromaidan activists in February 2014.

In January, a Ukrainian court seized funds belonging to Ivanyushchenko in the amount of more than 72 million Swiss francs stored in his accounts in Swiss banks. The development of the situation in the LPR and DPR follows a negative scenario.
There are clearly visible trends that lead to the rapid degradation of the republics and negative consequences for Russia.

The administrative institutions of the republics are very poorly developed. They are not actually connected with the population and do not reflect its interests. The ideological basis that was the main shaping factor for the emergence of the LPR and DPR is being undermined.

In 2014, the population well understood the ideological meaning of the ongoing processes and believed in the prospects for strengthening Russia’s influence, but today people are becoming increasingly disillusioned with the actions of the Russian leadership.

They provide him with consolidated control over the processes of organizing shadow flows. At the same time, by taking control of the media in the region, they managed for a short period to create the illusion of success in the political and social development of the territory and skillfully manipulate reports to the Administration of the President of the Russian Federation, misleading the country's leadership.
The circle of people who have access to the GDP is extremely limited; they can be counted with the fingers of one hand. Lubyanka is controlled by Vladislav Surkov. There is no alternative and truthful information available.

Two social realities parallel to each other are emerging in the region.
The first is a population consisting almost entirely of socially disadvantaged groups. This part exists on Russian and Ukrainian money and does not have its own political class, except for small networks of activists who provide primitive communication (distribution of humanitarian aid, holding local actions).
The second is the former regional elite, which uses Russian assistance to expand the criminal component of its business in the region. This part is formed from crime bosses, former security officials, mercenaries and Russian “curators” involved in shadow schemes. This is a new and opaque social space for the population and most militias.

The current situation has an extremely negative impact on the combat effectiveness of the armed forces of the LDPR. There is rapid degradation and disintegration of LDPR units, the moral and psychological climate is deteriorating, discipline is falling. And this is happening against the backdrop of restoring combat effectiveness and improving supplies for the Ukrainian army. The Ukrainian authorities took advantage of the respite. The Armed Forces of Ukraine have now acquired the ability to fight, and foreign assistance in armament and uniforms to Ukrainians is now more effective and significant (snipers have appeared, firing from 2000 m, thermal imagers have appeared, a significant number of night vision devices, new communication and control systems).
The work to create an economic basis for the survival of the LDPR has actually failed. The economic situation is rapidly deteriorating. The position of criminal groups and elements in the region is strengthening. In the DPR, the Minister of Taxes and Duties of the DPR Timofeev (call sign “Tashkent”), who is prone to criminal activities, gradually gained strength, having 800 militiamen under his command. In fact, he and his detachment have a monopoly in the economic and financial sphere. The division of this minister was created with the support of Yanukovych’s people (head of the regional branch of the Party of Regions of the Donetsk region Bobkov). This ministry has become a stronghold for protecting the business interests of the Yanukovych family in the region, and now it causes the greatest irritation among the population. Tax collection by the ministry is more like extortion in the form of cash collections - it concerns small and medium-sized businesses. There are no clear rules for the work of fiscal authorities. This leads to the closure of enterprises that were ready to work even in conditions of hostilities.

Timofeev is increasingly immersed in the redistribution of objects of trade. He created the State Enterprise “Markets of Donbass” under the guise of nationalization. The laws and criteria by which enterprises or property can be nationalized have never been defined.

The LDPR authorities also make money on the markup on coal for the population (in many settlements coal is the only method of heating), on the partial sale of humanitarian aid and medicines through trading networks controlled by the leaders of the LDPR, on the trade in fuel and lubricants (up to 30-40 rubles remain at the disposal of beneficiaries per liter). Smuggling and legal shipment of coal to Ukraine is increasing.
“Black” transactions with the sale of raw materials are increasingly criminalizing the market in the LDPR.

In addition to coal, a lot of scrap metal is exported to Ukraine and the Russian Federation from Donbass. Metal structures are dismantled, equipment is cut . As information about criminal schemes and shortcomings in the activities of curators from Moscow gradually spreads more and more among the population, the authority of Moscow is increasingly falling. In particular, “curators” from Moscow, Sergei Chaika and “Patriot”, acquired a persistently negative reputation in Donetsk, which is projected onto V.Yu. Surkov himself. The LDPR is confident that he fundamentally does not want to engage in the political development of the DPR. There is a growing belief that he pursues only personal selfish interests in “economic schemes” with the Yanukovych family and Akhmetov.

The negative assessment of Moscow “curators” was formed on the basis of numerous cases of manipulation, intrigue, intimidation of LDPR officials, and blocking of many initiatives. There is an opinion that personnel sent from Russia are involved in schemes for the development of budgets allocated by Russia. In particular, this opinion applies to the so-called “Transnistrian team”.
This is the name given to a group of people who arrived in Donetsk in the spring-summer of 2014 to “help” in the formation of the young republic. This is acting head of the apparatus of the Council of Ministers Alexander Karaman, personal secretary of the head of the republic Elena Filippova. It is with them that the following are connected: the Minister of Revenue and Duties A. Timofeev (Tashkent), the head of the apparatus of the head of the DPR M. Leshchenko, the deputy head of the apparatus of the head of the DPR D. Trapeznikov).

The flow of objective information into Russia as a whole is difficult. In the LDPR there is also a situation where, to a certain extent, all the ruling groups in Lugansk and Donetsk are in a state of information blockade, without having the feedback they need in Moscow. It is impossible to convey objective information to the Russian leadership. At the same time, on the contrary, those factories that are economically or industrially connected with Ukraine operate successfully.

In general, the situation threatens Russia's gradual loss of influence in the region. The political landscape that has emerged during the war is still multi-elite (old elites, new field commanders, Russian curators). This is a temporary state, and even despite some displacement of the hryvnia by the ruble, Ukrainian influence in the Donbass not only does not decrease, but is also strengthened. This associated with the return of old politicians to power in the LDPR, the departure of Russian volunteers, the population’s loss of hope for reunification with Russia, the preservation and strengthening of the region’s economic ties with Ukraine. In particular, in the DPR there is a gradual strengthening of the role of some local personnel - Leshchenko, Trapeznikov, Martynov and others (who are representatives of Akhmetov-Zvyagilsky). The role of the People's Council of the Republic remains at a low level; it does not really influence the socio-political situation in the region.

It is obvious that the continuation of the same line from Moscow in relation to the LDPR will lead to irreversible consequences in the Donbass, a complete loss of Russia’s influence and control of the situation and to the victory of Kyiv in its rivalry with Moscow.
