Educational institutions of the Ministry of Internal Affairs. Police school: how to apply

Which educational institutions of the Ministry of Internal Affairs are waiting for their cadets?

This is the situation here. On the one hand, there are quite a lot of them, so there is plenty to choose from when applying. On the other hand, the list for the whole of Russia is limited, so taking into account your region of residence, the choice will not be so great.

Educational institutions of the Ministry of Internal Affairs

So, all educational institutions of the Ministry of Internal Affairs can be divided into groups:

Suvorov schools

There are 6 of them in Russia, they are located in the south (Novocherkassk, Grozny, Astrakhan), in the east (Chita, Elabuga), and in the center (St. Petersburg) of the country. Why they are located this way is unknown.

As we remember, people enter the Suvorov School early, usually from the 5th grade, but this varies by school, for example, they enter the Novocherkassk Suvorov School after the 8th grade.

Schools of the Ministry of Internal Affairs

There are only two of them. In Rostov-on-Don and in the village of Lyakhovo, not far from Ufa. Moreover, both schools specialize in service dog breeding. So if you dream of a career as an MIA and love dogs, perhaps this is what you need.

The Rostov school can produce 500 dog handlers per year. In fact, there are about a hundred students. People enter dog training after secondary school, and health requirements are important, since you will be working with a dog. And this means, in addition to everything, no allergies to wool!

Institutes of the Ministry of Internal Affairs

There are already more of them - 14 pieces, plus five of them have branches:

  • Barnaul, Kazan, Siberian, Rostov, Ural, Ufa, Far Eastern, Kaliningrad, Belgorod, Oryol legal institutes of the Ministry of Internal Affairs,
  • Voronezh, East Siberian Institutes of the Ministry of Internal Affairs,
  • Tyumen and All-Russian institutes for advanced training of employees of the Ministry of Internal Affairs

People come here after graduating from high school. Studying is difficult, just like in any other university. As you can see, specialized legal institutes mainly predominate, which is understandable: large numbers of investigators, prosecutors, etc. are needed. A lot of jobs and positions depend on knowledge of laws.

Academy of the Ministry of Internal Affairs

There are only four of them:

  • Academy of Management of the Ministry of Internal Affairs in Moscow (with branches in Ufa and Essentuki)
  • Volgogradskaya,
  • Omsk,
  • and Nizhny Novgorod Academy

The most popular are the Academy of Management and the Omsk Academy of the Ministry of Internal Affairs.

Management Academy was opened in 1929, and earlier, under the USSR, it was called the Higher School of the Ministry of Internal Affairs. Now they are training management personnel for the Ministry of Internal Affairs, and improving the qualifications of existing specialists. You can enter here after 11th grade.

Omsk Academy dates back to 1920. If you decide to enroll, remember that there are no dormitories during the entrance period, only after enrollment. In higher educational institutions of the Ministry of Internal Affairs, as well as in military universities, after admission you will receive a barracks (dormitory), a scholarship, a uniform, and food. The dormitories are designed for 700 people.

Universities of the Ministry of Internal Affairs

Universities are considered cooler and more prestigious institutions. There are only three of them: in Moscow, Krasnodar and St. Petersburg, each with branches. The minimum is one branch in St. Petersburg, other branches have more.
After graduation, graduates receive the rank of police lieutenant.

Scheme of admission to the institute (university, academy) of the Ministry of Internal Affairs

I suggest the following sequence of actions.

1. Long before your planned admission, go through the websites of these educational institutions (a complete list of websites and details of educational institutions is on the website of the Ministry of Internal Affairs, in the section “For citizens - Educational organizations.”

2. Look at the map, choose what is convenient for you geographically and what you like best. Because it is clear that if you live in Tver, Yaroslavl, Kostroma, Samara, etc. - you will have to apply in another city.

3. Look for admission conditions in the educational institutions you like, selected in the previous step. Pay attention to the deadlines, the age of the applicants, and the possibility of girls enrolling.

4. In 2-3 priority educational institutions, look through the list of documents and requirements for admission

5. Look on the website, or write to find out when the open day is. Visit your favorite (or better yet, all selected) establishments. See where you like it best. Because you will study there for several years, so the atmosphere should be “yours.”

6. Prepare for future entrance exams, do sports training, check your health to see if everything is in order and if anything needs to be corrected while there is time.

7. Closer to the point, collect the documents according to the list, and go to submit an application.

And you don’t need to read on all sorts of forums that it’s supposedly impossible to do and that everything is done only through connections. If someone didn't get in, it doesn't mean you won't get in. If someone didn’t like it, it doesn’t mean it won’t suit you. It’s better to invest your efforts in preparing for admission than to freak out.

The profession of a police officer can be obtained not only at universities of the Ministry of Internal Affairs, but also at secondary specialized educational institutions, which were previously called police schools, now most of them have been renamed colleges, and there are very few of them left. If you can enter universities only after 11th grade, then colleges are accepted on the basis of 9th grade, and Suvorov schools of the Ministry of Internal Affairs of Russia - after 8th grade.

Selection criteria

The requirements for those planning to enter police school after 11th or 9th grade are quite strict. This is, first of all, the absence of health problems and excellent physical fitness, good academic performance, resistance to stress, and a high intellectual level. And also the willingness to always come to the aid of people and the firm conviction that the choice was made correctly.

Admission conditions

Citizens of the Russian Federation who have successfully completed 9th or 11th grade have the right to enter police colleges. Training is conducted in the daytime (less often also in the evening) on a budget or paid basis. Both boys and girls can enroll in college on equal terms.

For pre-selection for the budget department, the acceptance of personal files begins on March 1. To obtain them, you must contact the personnel departments of local police departments. General acceptance of documents ends on August 1.

Before admission to the entrance examination, all applicants are required to pass a medical commission at the educational institution itself.

Applicants must submit the following documents to the medical examination:

  1. General blood and urine tests.
  2. Blood tests for HIV and Wasserman reaction.
  3. An electrocardiogram taken during exercise.
  4. Certificate of completion of fluorography.
  5. Statement of health for five years (outpatient card).
  6. Information about vaccinations.

In addition to the commission, all future cadets undergo:

  • testing for general psychological state and IQ level;
  • entrance tests in physical education, which include running (100 and 1000 m) and strength exercises. Scores for this exam have a significant impact on competitive selection.

The duration of full-time study, depending on the specialty, ranges from 2 years 10 months to 3.5 years based on 9 grades and from 1 year 10 months to 2.5 years upon admission after 11 grades.

Required documents

In order to enroll in a police college (school) after 9th or 11th grade, you need to contact the personnel department of the territorial division of the internal affairs bodies (OVD). Its employees will create the applicant’s personal file and send him to the college.

The following must be submitted to the admissions committee in person:

  1. Application (for minors with parental consent).
  2. Passport or other identification document (plus a copy).
  3. Certificate and attachments to it (with a copy).
  4. Medical certificate 086/U.
  5. Copy of health insurance.
  6. Professional color photo cards 3x4 (6 pcs.).
  7. A certificate with the results of testing for the use of narcotic and psychotropic substances, issued by a state health care institution that has the appropriate license (test for 10 types of narcotic and psychotropic substances).
  8. Characteristics from school.
  9. Copies of documents for the provision of benefits (if any).

Although according to the current legislation, in order to enter the police college, it is not necessary to present the results of the Unified State Examination and the Unified State Examination, educational institutions can include in the lists of documents required when submitting an application, a certificate from the school or a printout from the RCIO website with the results of the State Examination in mathematics and Russian. This does not violate the rights of applicants in any way - admission is based on a competition of certificates and the results of a physical education test. But if candidates score an equal number of points, then the grades for the priority subjects for the college and a specific specialty are taken into account when choosing.

You can enroll in the police college by bypassing the local internal affairs bodies by submitting documents directly to the educational institution. This format is called direct dialing. Its peculiarity is that after graduation, the cadet is sent to work in any of the Russian internal affairs bodies, and not in the one that recommended him for study, having created a personal file.

Where to apply - top 3 schools

If for graduates of 11th grade the choice is quite extensive, then entering police school after 9th grade will be much more difficult. Since the main emphasis in professional training is on ensuring that employees with higher education work in internal affairs bodies, there are few specialized secondary educational institutions that train employees for the Ministry of Internal Affairs, almost all of them are located in Moscow:

  • Police College (founder - Moscow Government);
  • Law College (founder - Moscow Government);
  • Vocational Training Center of the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region (admission only on the basis of 11 classes).

But all universities of the Ministry of Internal Affairs have departments of secondary vocational education (or separate training programs for secondary vocational education specialties).

There are only three police schools left in Russia after the reorganization of educational institutions of the Ministry of Internal Affairs carried out in 2008, and all of them specialize in training dog handlers for service in internal affairs bodies:

  • Rostov School of Service-Detective Dog Breeding of the Ministry of Internal Affairs of the Russian Federation;
  • Branch in Yegoryevsk (Moscow region) of the Rostov school of service and detection dog breeding;
  • Ufa school for training dog handlers of the Ministry of Internal Affairs of the Russian Federation.

Secondary education and the specialty required to work in law enforcement agencies are provided by civilian higher and secondary educational institutions, for example:

  • St. Petersburg Police College InterPoliceCollege - “InterPoliceCollege” (non-state);
  • College (Faculty of Secondary Professional Education) MFLA (Moscow University of Finance and Law).

You can also become a police officer through 8th grade. To do this, you need to enroll in one of the seven Suvorov military schools of the Ministry of Internal Affairs:

  • St. Petersburg;
  • Astrakhan;
  • Elabuga;
  • Grozny;
  • Novocherkassk;
  • Chitinskoe;
  • Samara Cadet Corps.

The Suvorov Schools of the Ministry of Internal Affairs accept graduates of 8th grade who are under 16 years of age on December 31 of the year of admission.

From the moment of enrollment in departmental colleges, cadets are awarded the rank of police private, and upon completion of training - police lieutenant. Cadets and students of educational organizations of the Ministry of Internal Affairs receive the rights, benefits and responsibilities of police officers. They are paid a stipend. First-year students are in a barracks situation, that is, on full state support.

Who do police colleges produce?

After graduating from the police college, graduates receive a certificate of complete secondary education, as well as one of the specialties in accordance with the Federal State Educational Standard:

  • 02/40/01 - law and organization of social security, qualification - lawyer;
  • 02/40/02 - law enforcement activities, qualification - lawyer.

After graduating from the police college, graduates can work as investigators, local police officers, criminal investigation specialists, criminologists, employees of administrative and legal departments - that is, in positions of ordinary or junior management in any police department of the Ministry of Internal Affairs of Russia. You can learn about vacancies and recruitment during your studies or internship.

Many graduates of police colleges do not stop there and continue their studies at universities of the Russian Ministry of Internal Affairs. The knowledge and experience that they gained while studying under vocational training programs, as well as excellent physical preparation and self-discipline, serve as a significant advantage when entering universities and institutes of the Ministry of Internal Affairs. Applicants who have already proven that they are not random people in law enforcement agencies are more willingly accepted by universities of the Ministry of Internal Affairs than high school graduates.

For reference

Police schools, which until recently trained officers to work in police departments in positions of rank and file and junior command, were reorganized by order of the Government of the Russian Federation No. 1510-r dated October 29, 2007:

  1. Moscow Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation - affiliated with the Moscow University of the Ministry of Internal Affairs of the Russian Federation.
  2. The St. Petersburg Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation and the Arkhangelsk Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation were annexed to the St. Petersburg University of the Ministry of Internal Affairs with the formation of a branch of the university on the basis of the Arkhangelsk School.
  3. Yelabuga Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation was annexed to the Kazan Law Institute of the Ministry of Internal Affairs of the Russian Federation and transformed into its branch.
  4. Nizhny Tagil Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation became part of the Ural Law Institute as a branch.
  5. Novosibirsk Special Secondary School of Police of the Ministry of Internal Affairs of the Russian Federation - became a branch of the Barnaul Law Institute.
  6. Chita Special Secondary Police School of the Ministry of Internal Affairs of the Russian Federation - transformed into a branch of the East Siberian Institute of the Ministry of Internal Affairs.

Dozens of other police schools (Astrakhan, Voronezh, Omsk, Makhachkala, etc.) became part of the universities of the Ministry of Internal Affairs even earlier - in 2005-2006. Accordingly, all secondary specialized educational institutions have received the status of universities, and admission to them is possible only after 11th grade.

Many boys in childhood, when asked “What do you want to become?” They answer: “To the police.” This is perhaps the most common answer, just like “astronaut”. For some, this remains just a childhood dream - and nothing more. But there are also those who, since childhood, have chosen their path in life and really dream of working in law enforcement, fighting illegality and crime, and helping people. After all, this profession is one of the most important for the state. Police officers protect public order, property, life and health of our citizens. Without the police, society would be in chaos and anarchy. Do you want to become a police officer?

Where do you study to become a police officer?

So, in order to get the coveted uniform, it is not enough to simply attend a secondary school. This will require special skills (not only physical ones) and specialized education.

In our country, future law enforcement officers are trained by a special police school. This is an educational institution that produces qualified workers in this field. It is in police schools that they provide the practical skills necessary for the successful performance of official tasks, which are sometimes not just difficult, but also life-threatening. Such establishments are designed mainly for the male population of the country. Girls are rare here - no more than 10%.

Choosing a school

So, what kind of police school is there? In Russia, there are several stages of obtaining “police” education.

The first stage is a secondary police school or cadet corps. This also includes some colleges that offer the specialty “Law and Social Security Organization” (lawyer).

Educational institutions of this type are Astrakhan, Novosibirsk, Moscow, St. Petersburg, Elabuga, Bryansk and other secondary special police schools of the Ministry of Internal Affairs of Russia. As well as the Moscow and Simbirsk Cadet Corps of Justice. Police secondary schools offer daytime, evening, and education. The duration of study in such an institution depends on the form of education and on existing education, but does not exceed three years.

The maximum rank that can be awarded upon graduation from a secondary specialized institution is junior lieutenant.

If you want something better and more significant, then you will have to get a higher education. This means you need a Higher Police School. Such institutions include: Moscow, Krasnodar and St. Petersburg universities of the Ministry of Internal Affairs of Russia, Nizhny Novgorod, Volgograd and Omsk academies of the Ministry of Internal Affairs, as well as the Academy of Economic Security located in Moscow, Siberian Legal, Barnaul, Voronezh, Rostov, Saratov and other institutes of the Ministry of Internal Affairs Russia. Here, just like in secondary schools, the possibility of full-time, evening and correspondence education is provided. Study lasts up to 5 years.

The Higher Police School provides an opportunity in the future, upon completion, to apply not only for higher ranks, but also for prestigious work in the prosecutor’s office, justice, etc.

Well, the highest level is the Academy of Management of the Ministry of Internal Affairs of Russia. It is she who trains police leaders at various levels and carries out retraining of personnel.

Who can become a police officer

So, any citizen of the Russian Federation can become a candidate for admission to police school. The main requirements for applicants are good physical fitness and good health.

To enroll, you must do well in the exams. Police school also requires fairly high grades in the certificate of basic or secondary education.

There are age restrictions for candidates. Thus, the maximum age of the applicant should not exceed 25 years.

How to enter police school

So, you are serious about enrolling. What to do?

After completing nine years of regular school, a police secondary school awaits you. Usually young people who are permanently registered in the area in which such an institution is located are admitted there. Enrolling in school takes some time, requires certain actions and efforts, and consists of several stages. Now more about each of them.

Stage 1: application

Your first step will be to apply for admission to your chosen school. It is written to the director of the educational institution. An important point is that the police school does not have the right to accept a document if it does not contain the signatures of the student candidate’s parents. Parents or guardians are required to give their permission for their child to enter such an educational institution. There is no way without this.

The deadline for submitting an application is limited - it can be sent to the school before

Stage 2: checking the “past”

After the police school has accepted your application, it is sent to a special personnel service. There, the personal files of each of the applicants are created in accordance with the requirements and all information relating to the candidate who submitted the application is checked and studied.

At this stage, nothing will be needed from you except an ideal “past”. The personnel service carefully checks not only the presence and absence of criminal records and criminal or administrative charges against the student candidate himself, but also his immediate relatives. So here it depends.

At the end of the inspection, a decision is made: either give a recommendation for enrollment in the police school, or refuse.

Stage 3: medical examination

While the “past” is being checked, the applicant himself does not sit idle. In order to enroll in police school, you must undergo a medical examination. As a rule, this is done at the applicant’s place of residence.

To receive a medical commission you must provide:

  • results of some tests: for example, blood tests for syphilis or AIDS, fluorography, ECG of the heart and others;
  • an extract from the medical record for the previous five years;
  • information about vaccinations already done.

Based on the data provided, the medical commission makes one of the following decisions: whether the candidate is fit or not fit to serve in the police.

Stage 4: intelligence level

First, you must pass a special test, which will determine whether the candidate takes any drugs or suffers from alcohol or other toxic addiction. If the test is passed successfully, the applicant proceeds to the entrance test. At this stage, it is checked at what level his intellectual development is. Here the police school itself chooses what the test will be. This could be an exam, interview or psychological test for IQ).

Stage 5: exams

After passing psychological testing, student candidates are allowed to test the knowledge acquired in a secondary school. Examinations for admission to police school are taken in oral and written form. Applicants take the Russian language and Russian history tests.

Testing your knowledge of the Russian language takes the form of a short essay, presentation or dictation. The Russian history exam is taken orally.

Stage 6: physical fitness test

After the intellectual test, the last and most important stage awaits you. If you successfully pass the physical test, then you are guaranteed admission to police school.

So, the physical fitness of applicants is tested in certain sports. In addition, the standards for boys and girls differ. For both girls and boys, long (1-2 km) and short (100 m) distance running is provided. And also for guys - pull-ups on a high bar, for girls - performing certain complex strength exercises.

The test result can be expressed in the following terms: “excellent”, “good”, “satisfactory” or “unsatisfactory”.

To pass the sprint, guys must run with the following result (in seconds):

  • 13.6 - “excellent”;
  • 14.2 - “good”;
  • 14.6 - “satisfactory”.

Girls can run slower and pass with the following result:

  • 16.5 - “excellent”;
  • 17.1 - “good”;
  • 17.5 - “satisfactory”.

To pass the long distance run (2 km), guys must have the following result (in minutes and seconds):

  • 7.50 - “excellent”;
  • 8.10 - “good”;
  • 9.00 - “satisfactory”.

The long distance for girls is shorter than for boys and is 1 kilometer. They should come running with the following result (in minutes and seconds):

  • 4.25 - “excellent”;
  • 4.45 - “good”;
  • 5.00 - “satisfactory”.

Pull-ups for boys are assessed depending on the number of times:

  • 12 - “excellent”;
  • 10 - “good”;
  • 6 - “satisfactory”.

Strength exercises for girls (for example, abdominal exercises) are also rated depending on the number of times:

  • 30 - “excellent”;
  • 26 - “good”;
  • 24 - “satisfactory”.

If an applicant does not score the required number of points or seconds for at least one of the exercises, he receives an overall result of “unsatisfactory.”

A negative result is equivalent to failure to pass the exam, which automatically nullifies all the applicant’s chances of admission.

Enrollment in a police school occurs after the admissions committee of the educational institution reviews the results of checks at all stages: applications for admission, conclusions of the medical commission, the result of checking for the presence and absence of criminal records and criminal or administrative charges, level of intelligence, as well as grades for entrance exams and physical training.

Based on everything the applicant has completed, the commission makes a decision whether the applicant is suitable for studying at a police school or not. But it is necessary to remember that there are many applicants, and only the most worthy and purposeful are accepted as students.

Cops in skirts

What about the fair sex? After all, not only boys can be policemen, but also girls. Of course, this profession has long been considered male and requires a lot of physical training. And some educational institutions, such as cadet corps, generally only accept male students.

But girls are gradually achieving equality here too. Today, 20% of police officers are women! And it’s no longer uncommon to see a “cop in a skirt” on the street.

There is no such special educational institution as a police school for girls in our country. Training takes place together with the boys. Everyone goes through a strict selection process. Of course, it is much more difficult for girls to enter such educational institutions, since initially fewer “student places” are created for them. However, upon admission the standards for them are lower than for boys.

Perhaps the most famous girl in the Russian police is Oksana Fedorova - a major, as well as a winner of world beauty contests, a successful model, TV presenter, etc.

And yet, this is not a woman’s profession. Many of the girls who have already become police officers are faced with a very pressing problem: family or work. And that's wrong. After all, a woman should have time for children and family, but a man should defend the Motherland.

How to enroll a girl in police school

The Constitution of the Russian Federation guarantees equal rights for men and women, and this norm is fully observed in law enforcement agencies. Of course, there are units where there are practically no women (riot police force, SOBR and other units with exceptional requirements for physical training), however, for example, girls are willingly accepted into the inquiry and investigation. Some units of the Ministry of Internal Affairs are staffed mainly by women (for example, the unit for working with juvenile offenders).

Accordingly, many girls, while still in school, begin to think about how to get a job in the Ministry of Internal Affairs in the future and quite often turn their attention to the educational institutions of this department. By tradition, many people still call such educational institutions precisely police schools, although the vast majority of such institutions are not schools at all, but academies, institutes, universities and colleges (with the exception of those that train dog handlers for the Ministry of Internal Affairs - they still have the status schools).

In order to join the police, you can get 2 types of education:

  1. Secondary specialized education is offered in colleges that have a corresponding department (for boys, Suvorov schools of the Ministry of Internal Affairs are also available, where girls are not accepted).
  2. Higher education - in one of the universities of the Ministry of Internal Affairs. Future workers of inquiry and investigation can also receive a legal education at a civilian university.

In order to enroll, a girl with incomplete secondary education (9 years of regular school) will need to take the following actions:

  1. Submit an application to the head of the educational institution. In addition to the signature of the candidate herself, the application will require the signatures of the parents confirming their consent that their daughter will go to study to become a police officer. The application must be submitted no later than June 1 of the current year.
  2. Pass a medical examination.
  3. Take a physical fitness test.
  4. Pass an interview on the humanities subjects of the school curriculum.
  5. Get tested by a psychologist.
  6. Pass a background check of both the candidate herself and her close relatives (for absence of criminal record, administrative violations, etc.).

Medical commission

It takes place directly at the police school itself, usually in June-July. Candidates are checked for the absence of diseases that would impede future service in the police.

The medical examination requires the results of blood tests (general, HIV, Wasserman reaction) and urine tests, an ECG with stress, a certificate of vaccinations, as well as a medical record for the last 5 years.

In addition, there is a list of diseases with which it is better not to come to the medical examination. These include, in particular:

Don't know your rights?

  • severe myopia;
  • tuberculosis;
  • cardiovascular diseases starting from moderate severity;
  • hepatitis;
  • consequences of serious injuries;
  • mental disorders;
  • drug or alcohol addiction.

However, even for healthy girls the selection is quite difficult.

Physical training

Oddly enough, the physical training requirements for cadets of the Ministry of Internal Affairs are higher than for existing female employees. So, to enter the police school you will have to take:

  • shuttle run;
  • 1000 m run;
  • strength exercises (push-ups, pull-ups).

Specific standards change frequently, so they must be clarified immediately before admission. Although the requirements for girls are lower than for boys, candidates for training are often eliminated at this stage.

Check by the Ministry of Internal Affairs

Download the help form

Every person who wants to enroll in training and later join the police is carefully checked by the territorial bodies of the Ministry of Internal Affairs. By the way, this is why you can only enroll in a school in the region in which you live.

To check, the head of the educational institution sends a request to the police at the place of residence of the potential applicant. During the check, it is clarified whether she is registered with a criminal record, whether she has been brought to administrative responsibility, information is raised about close relatives (parents, brothers, sisters, etc.). The verification is carried out according to the same rules as for candidates for police positions, so personnel services are engaged in searching for information.

Based on the results of the inspection, the personnel department of the relevant unit of the Ministry of Internal Affairs makes one of two decisions:

  • recommend a girl for enrollment in a police school;
  • do not recommend.

Ultimately, the issue is decided by the head of the school himself. If there are exceptional circumstances, he can enroll even a girl who has criminal records, although this happens extremely rarely.
