I. General provisions

1. These Admission Rules regulate the admission of citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter referred to as applicants) to study in educational programs of higher education - bachelor's programs, specialist programs, master's programs (hereinafter, respectively, bachelor's programs, specialty programs, master's programs ) at the expense of the federal budget (hereinafter referred to as places within the admission target figures) and to places under contracts for the provision of paid educational services to legal entities and (or) individuals at the Federal State Budgetary Educational Institution of Higher Education “Russian State University named after A.N. Kosygin (Technology. Design. 2. RSU named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina announces admission to study under bachelor's programs, specialty programs, master's programs (hereinafter referred to as admission to study, educational programs) subject to a license to carry out educational activities for the relevant educational programs ( Appendix 1, Appendix 2, Appendix 3).

3. Persons with secondary general education are admitted to mastering undergraduate or specialty programs. Persons with higher education of any level are allowed to master master's programs.
Persons with an appropriate level of education are allowed to master educational programs; upon admission to training in master's programs - a document on higher education and qualifications.
The applicant submits a document certifying the education of the corresponding level (hereinafter - the document of the established form):
certificate of education or education and qualifications the sample established by the federal executive body in charge of developing state policy and legal regulation in the field of education, or by the federal executive body in charge of developing state policy and legal regulation in the field of healthcare, or by the federal executive body, carrying out functions for the development of state policy and legal regulation in the field of culture;
a state-recognized document on the level of education or on the level of education and qualifications, obtained before January 1, 2014 (a document on primary vocational education, confirming the receipt of secondary (complete) general education, and a document on primary vocational education obtained on the basis of secondary (complete) general education, are equated to a document on secondary vocational education;
document on education and qualifications of the sample established by the federal state budgetary educational institution of higher education "Lomonosov Moscow State University" (hereinafter - Lomonosov Moscow State University) and the federal state budgetary educational institution of higher education "St. Petersburg State University" (hereinafter - St. Petersburg State University), or a document on education and qualifications of the sample established by decision a collegial management body of an educational organization, if the specified document was issued to a person who successfully passed the state final attestation;
a certificate of education or education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo innovation center ;
document (documents) of a foreign state on education or on education and qualifications , if the education specified in it is recognized in the Russian Federation at the level of the relevant education (hereinafter - the document of a foreign state on education).

4. Admission to training is carried out for the first year.

5. Admission to training is carried out within the framework of the target figures for the admission of citizens for training at the expense of budgetary allocations from the federal budget and under education contracts concluded upon admission to training at the expense of individuals and (or) legal entities (hereinafter - contracts for the provision of paid educational services ) ( Appendix 4, Appendix 5, Appendix 6).
Within the check figures, the following are allocated:
admission quota for training in undergraduate programs, specialty programs at the expense of budgetary allocations for disabled children, disabled groups I and II, disabled from childhood, disabled due to military injury or illness received during military service, orphans and children left without parental care , as well as persons from among orphans and children left without parental care, and war veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans ". A special quota is established by the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin in the amount of not less than 10% of the volume of control figures for each set of conditions for admission to training for undergraduate and specialist programs;
admission quota for targeted training (hereinafter referred to as the target quota).

6. Admission to training at the expense of budgetary allocations is carried out on a competitive basis, unless otherwise provided by Federal Law N 273-FZ.

7. The conditions for admission to training in basic vocational educational programs should guarantee the observance of the right to education and enrollment from among applicants with an appropriate level of education, the most capable and prepared for mastering an educational program of the appropriate level and appropriate orientation of persons.

8. Admission to training is carried out:
1) for undergraduate and specialist programs (with the exception of admission of persons eligible for admission to study without entrance examinations):
on the basis of secondary general education - on the basis of the results of the unified state examination (hereinafter - the Unified State Exam), assessed on a 100-point scale, which are recognized as the results of entrance examinations;
on the basis of secondary vocational or higher education (hereinafter - vocational education) - based on the results of entrance examinations, the form and list of which are determined by the Russian State University named after A.N. Kosygin;
2) for master's programs - based on the results of entrance examinations, the establishment of the list and the conduct of which is carried out by the Russian State University named after A.N. Kosygin independently.

9. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina accepts admission under the following conditions for admission to training (hereinafter referred to as admission conditions):
1) separately for training at the Russian State University. A.N. Kosygin and for training in branches;
2) separately for full-time, part-time, part-time forms of education;
3) separately for bachelor's programs, specialist programs, master's programs;
4) separately within the control figures and under contracts for the provision of paid educational services.

10. For each set of admission conditions, separate lists of applicants are formed and separate contests are held on the following grounds for admission to training (hereinafter referred to as admission grounds):
1) within the check figures:


to places within the target figures minus the special quota and target quota (hereinafter - the main places within the target figures);
2) to places under contracts for the provision of paid educational services.

Kosygina holds a single competition for applicants entering bachelor's degree programs, specialist programs based on different levels of education on the same conditions of admission and the same grounds for admission.

11. Admission to training is carried out according to bachelor's programs in each area of \u200b\u200btraining as a whole, according to specialist programs for each specialty as a whole, according to master's programs in each area of \u200b\u200btraining in general. Admission to training, depending on the direction (profile) of educational programs, is carried out according to a set of bachelor's programs within the direction of training ( Appendix 7, Appendix 8, Appendix 9).

12. For admission to training, applicants submit an application for admission with the attachment of the necessary documents (hereinafter together - the documents required for admission; documents submitted for admission; submitted documents).

13. The person to whom the applicant has been granted the appropriate authority (hereinafter referred to as the proxy) can carry out actions that do not require the applicant's personal presence (including representing at the A.N. Kosygin Russian State University and branches of the A.N. Kosygin Russian State University documents required for admission, revoke the submitted documents). The trustee carries out these actions upon presentation of a power of attorney issued by the applicant and duly executed to carry out the relevant actions.

14. When visiting the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin and full-time interaction with authorized officials of the organization, the applicant (proxy) presents the original identity document.

15. Organizational support for admission to training, including for training in the branches of the RSU im. A.N. Kosygin, is carried out by the selection committee, created by the RSU. A.N. Kosygin. II. Establishment of the list and programs of entrance examinations, scales for assessing their results and the minimum number of points confirming the successful completion of the entrance examinations

17. Upon admission to undergraduate and specialist programs based on secondary general education, the results of the Unified State Examination and additional entrance examinations are recognized as the results of general educational entrance examinations.

18. Certain categories of applicants for undergraduate and specialist programs can take general educational entrance examinations conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin independently (hereinafter - general educational entrance tests for certain categories of applicants):
1) in any general education subjects:
a) disabled children, disabled people;
b) foreign citizens;
c) persons who received a document on secondary general education within one year before the day of completion of the acceptance of documents and entrance examinations, inclusive, if all the attestation tests of the state final attestation in educational programs of secondary general education passed by them during the specified period were not passed in the form of the USE (or they passed the final certification procedures in foreign educational organizations and did not take the USE during the specified period);
2) in certain general education subjects - persons who have passed the state final certification in these general education subjects in the form of a state final exam, provided that they have received a document on secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations, inclusively, and During this period, they did not take the Unified State Exam in the relevant general education subjects.

18.1. Persons who received in 2017 or 2018 in educational institutions located in the territories of the Republic of Crimea and the federal city of Sevastopol, a certificate of secondary general education based on the results of the state final certification, have the right to enroll in bachelor's and specialist's programs in the year of receipt of the specified certificate at their choice based on the results of the exam and (or) on the results of entrance examinations conducted by the Russian State University named after A.N. 20. 24. The minimum score cannot be changed during admission.

III. Special rights for admission to undergraduate and specialist degree programs

25. The right to admission without entrance examinations are:
1) winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren (hereinafter referred to as the winners and prize-winners of the All-Russian Olympiad), members of the national teams of the Russian Federation that participated in international Olympiads in general subjects and formed in the manner established by the federal executive body in charge of developing state policy and legal regulation in the field of education (hereinafter referred to as members of national teams of the Russian Federation), in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiad for schoolchildren or the international Olympiad - within 4 years following the year of the corresponding Olympiad;
2) the winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine that participated in the international Olympiads in general education subjects - within 4 years following the year of the corresponding Olympiad, if the indicated winners, prize-winners and members of the national teams are:
persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the Admission of the Republic of Crimea to the Russian Federation and the Formation of New Subjects within the Russian Federation - the Republic of Crimea and a City of Federal Significance Sevastopol "(hereinafter - persons recognized as citizens);

26. Children with disabilities, invalids of I and II groups, invalids from childhood, invalids due to military injury or illness received during military service, orphans and children without parental care have the right to be admitted to training within a special quota. , as well as persons from among orphans and children left without parental care, and war veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans ".

27. The preferential right of enrollment is granted to the following persons:
1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;
2) disabled children, disabled people of I and II groups;
3) citizens under the age of twenty who have only one parent with a disability of group I, if the average per capita family income is lower than the subsistence level established in the subject of the Russian Federation at the place of residence of these citizens;
4) citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation of May 15, 1991 N 1244-1 "On social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant";
5) children of military personnel who died in the performance of their military service duties or died as a result of injury (injury, trauma, contusion) or diseases received by them in the performance of military service duties, including when participating in counterterrorism operations and (or) other measures for the fight against terrorism;
6) children of the deceased (perished) Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;
7) children of employees of internal affairs bodies, the Federal Service of the National Guard Troops of the Russian Federation, institutions and bodies of the penal system, the federal fire service of the State Fire Service, bodies for control over the circulation of narcotic drugs and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation, those who died (died) as a result of injury or other damage to health received by them in connection with the performance of their official duties, or as a result of an illness they received during the period of service in these institutions and bodies, and children who were dependent on them;
8) children of prosecutors who died (died) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal due to harm to health in connection with their official activities;
9) servicemen who do military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and who are entering training on the recommendations of commanders issued to citizens in the manner prescribed by the federal executive body authorities in which military service is provided for by federal law;
10) citizens who have served under contract for at least three years in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 N 53-FZ "On Military Duty and Military Service";
11) invalids of war, participants in hostilities, as well as veterans of hostilities from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans";
12) citizens who directly participated in tests of nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances before the date of the actual termination of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations surface and submarine ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilians of the Armed Forces of the Russian Federation, servicemen of the internal troops of the Ministry of Internal Affairs of the Russian Federation Federation, servicemen and employees of the Federal Service of the National Guard Troops of the Russian Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation ai and the Federal Fire Service of the State Fire Service);
13) servicemen, employees of the Federal Service of the National Guard of the Russian Federation, the internal affairs bodies of the Russian Federation, the penal system, the federal fire service of the State Fire Service, who performed tasks in the conditions of an armed conflict in the Chechen Republic and on the adjacent territories referred to the zone armed conflict, and these servicemen performing tasks in the course of counter-terrorist operations in the North Caucasus region.

28. Winners and prize-winners of school Olympiads held in the manner prescribed by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter - school Olympiads), within 4 years following the year of the corresponding Olympiad , the following special rights are granted when admitting for undergraduate and specialist programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren ( Appendix 11):
1) admission without entrance examinations for training in undergraduate programs and specialist programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;
2) be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance tests of a creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law N 273- ФЗ (hereinafter - the right to 100 points).
The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In the case of granting a special right specified in subparagraph 2 of this paragraph, the applicants are assigned the highest result (100 points) of the corresponding entrance test (tests).

29. The persons specified in clauses 25 and 28 of these rules are granted, within the periods specified in clauses 25 and 28 of these rules, an advantage by equating them to persons who have scored the maximum number of USE points (100 points) in a general education subject or who have received the highest result ( 100 points) of an additional entrance test (tests) of a creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law N 273-FZ, if the general education subject or additional entrance test corresponds to the profile of the Olympiad or the status of a champion (prize-winner) in the field of sports ...

30. To provide the winners and prize-winners of the Olympiads for schoolchildren with the special rights and benefits specified in clauses 28 and 29 of these rules, RSU im. A.N. Kosygina establishes at what levels of olympiads and (or) on what list of olympiads each of the specified rights and advantages is provided, and also establishes for each olympiad (for each level of olympiads) for which classes of study in the general education program the results of the winner ) to provide the corresponding special right or advantage ( Appendix 11).
For olympiads for schoolchildren of the same profile (if a list of olympiads is established, within the established list):
a special right or advantage granted to the winners or winners and prize-winners of the Olympiads for schoolchildren of level III is also granted to the winners or winners and prize-winners of the Olympiads for schoolchildren of levels I and II, respectively;
a special right or advantage provided to the winners or winners and prize-winners of the Olympiads for schoolchildren of the II level is also granted to the winners or winners and prize-winners of the Olympiads for schoolchildren of the 1st level, respectively.
A special right or advantage given to the winners of the School Olympiad is also granted to the winners of this Olympiad.

31. To grant the special rights specified in subparagraphs 1 and 2 of paragraph 25 and paragraph 28 of these rules, and the benefits specified in paragraph 29 of the Russian State University named after A.N. Kosygina independently establishes the correspondence of the profile of the Olympiads to the specialties and areas of training, as well as the compliance of the profile of the Olympiads (the status of a champion (prize-winner) in the field of sports) to general education subjects and additional entrance examinations ( Appendix 11).

32. When admitting to study in one educational program, the special rights provided for in clauses 25 and 28 of these rules, and the advantage provided for in clause 29 of these rules, cannot be different for admission to study at the RSU im. A.N. Kosygin and for training in its branches, for admission to various forms of study, as well as for admission to places within a special quota, to places within the target quota, to major places within the target figures and to places under contracts for the provision of paid educational services ...

33. The special rights specified in clause 28 of these rules and the advantage specified in clause 29 of these rules are granted to the winners and prize-winners of school Olympiads (except for creative Olympiads and Olympiads in the field of physical culture and sports) if they have at least the number of USE results points established by the Russian State University. A.N. Kosygin:
for the use of a special right specified in subparagraph 1 of paragraph 25 of these rules - in a general education subject corresponding to the profile of the Olympiad. The specified general education subject is chosen by the Russian State University named after A.N. Kosygin from the number of general education subjects corresponding to the profile of the Olympiad, established in the list of Olympiads for schoolchildren, approved by the federal executive body responsible for the development of state policy and legal regulation in the field of education.
for the use of a special right specified in subparagraph 2 of paragraph 25 of these rules, or the advantage specified in paragraph 29 of these rules - in a general education subject corresponding to an entrance test.
Russian State University named after A.N. Kosygina sets the specified number of points in the amount of at least 75 points.

IV. Taking into account the individual achievements of applicants during admission to training

34. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training. The results of individual achievements are taken into account by awarding points for individual achievements and (or) as an advantage when the sum of competitive points is equal. Points awarded for individual achievements are included in the total competition points.

35. The applicant submits documents confirming the receipt of the results of individual achievements.

36. Upon admission to study under bachelor's programs, specialist programs, master's programs of the Russian State University named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina awards points for individual achievements according to Annex 12 to these rules.

37. When applying for training under bachelor's programs, specialist programs and master's programs, an applicant may be awarded for individual achievements no more than 10 points in total.

V. Informing about admission to training

38. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin are obliged to familiarize the applicant and (or) his parents (legal representatives) with their charter, with a license to carry out educational activities, with a certificate of state accreditation, with educational programs and other documents regulating the organization and implementation of educational activities, the rights and obligations of students.

39. In order to inform about admission to training places the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin information on the official website of the organization in the information and telecommunications network "Internet" (hereinafter - the official website), and also provides free access in the building of the organization to information posted on the information stand (board) of the selection committee and (or) in the electronic information system ( further together - an information stand).
Russian State University named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina publishes on the official website and on the information stand information about admission to training in bachelor's programs, specialist programs, master's programs:
1) no later than October 01, 2019:
a) These rules of admission;
b) the number of places for admission to training under various conditions of admission ( Appendix 4, Appendix 5, Appendix 6):
within the control figures (with an indication of a special quota, without an indication of the target quota);
under contracts for the provision of paid educational services;
c) information on the timing of admission, including the timing of the start and end of the admission of documents required for admission, admission tests, completion of acceptance of applications for consent to enrollment at each stage of enrollment ();
d) for various conditions of admission:
a list of entrance examinations indicating the priority of entrance examinations when ranking the lists of applicants ();
information on the forms of entrance examinations conducted by the organization independently ( Appendix 7, Appendix 8, Appendix 9);
minimum score ( Appendix 9, Appendix 10);
information on the special rights and benefits specified in clauses 25, 28 and 29 of the Rules for Admission;
e) information on the special rights specified in clauses 26-28 of the Admission Rules ( Appendix 11);
f) information on the list of individual achievements of applicants, taken into account for admission to training, and the procedure for recording these achievements ( Appendix 12);
g) information on the possibility of passing entrance examinations conducted by the organization independently, in the language of the republic of the Russian Federation, on the territory of which the organization is located (hereinafter - the language of the republic of the Russian Federation), in a foreign language (in the case of such entrance examinations) ( Appendix 7, Appendix 8, Appendix 9);
h) information about the need (no need) for applicants to undergo a mandatory preliminary medical examination (examination) ( Appendix 14);
i) information on the possibility of submitting documents for admission to training in electronic form ( Appendix 15);
j) information on the specifics of the entrance examinations for persons with disabilities, disabled people;
k) information on conducting admissions tests using distance technologies (in the case of such admissions tests) ( Appendix 15);
l) the rules for filing and considering appeals based on the results of admissions tests conducted by the organization independently;
m) programs of entrance examinations conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin independently;
n) a sample contract for the provision of paid educational services;
o) information on the places of acceptance of documents required for admission ( Appendix 15);
p) information on postal addresses for sending documents required for admission ( Appendix 15);
c) information on electronic addresses for sending documents required for admission in electronic form (if such a possibility is provided for by the admission rules approved by the organization independently) ( Appendix 15);
r) information on the availability of hostel (s) ( Appendix 16);
2) no later than June 1, 2020:
a) the number of places for admission to training within the target figures for various conditions of admission, indicating a special quota and target quota ( Appendix 4.1, Appendix 5.1, Appendix 6.1);
b) information on the number of places in hostels for nonresident applicants ( Appendix 16);
c) the schedule of entrance examinations (indicating the locations) ( Appendix 17).

39.1. The admissions office ensures the functioning of special telephone lines (8-495-951-31-48) and the section of the official website (Information about addresses and contacts)
to respond to inquiries related to admission to training.

39.2. Starting from the day of the beginning of the acceptance of documents required for admission, information on the number of applications for admission and lists of persons who submitted documents required for admission (hereinafter referred to as the lists of applicants) is posted on the official website and on the information stand, highlighting:
1) persons entering:
a) to places within the check figures:
to places within a special quota;
to places within the target quota;
to the main places within the target figures;
b) to places under contracts for the provision of paid educational services;
2) persons entering without entrance examinations.
In the lists of applicants for each applicant (with the exception of persons entering without entrance examinations), information is indicated whether he enters training on the basis of the results of the exam and (or) on the basis of the results of entrance examinations conducted by the organization independently.
Information on the number of applications for admission and the lists of applicants are updated daily.

Vi. Reception of documents required for admission

40. An applicant for undergraduate or specialist degree programs has the right to submit an application (s) for admission simultaneously to no more than 5 higher education institutions. In each of these organizations, an applicant has the right to participate in the competition in no more than 3 specialties and (or) areas of training.

41. For each (each) of the specialties and areas of training specified in clause 40 of these rules in each of the specialties specified in clause 40 of these rules, an applicant may simultaneously submit an application (s) for admission to study on different conditions of admission and (or) different grounds for admission ...

42. If you intend to simultaneously enter the RSU im. A.N. Kosygin, branches of the Russian State University. A.N. Kosygin, on various conditions of admission and (or) various grounds for admission, the applicant submits one application for admission indicating the various conditions for admission and the grounds for admission.

43. An applicant uses each of the following special rights when applying for undergraduate or specialist programs at the expense of budgetary allocations to only one institution of higher education only for one educational program of the applicant's choice (regardless of the number of grounds stipulating the corresponding special right):
the right to admission without entrance examinations specified in paragraph 24 of these Regulations;
specified in subparagraph 1 of paragraph 28 of these rules the right to admission without entrance examinations.

44. Each of the special rights specified in clause 43 of these rules can be used by applicants within the framework of one higher education institution and one educational program while simultaneously enrolling in studies on different conditions of admission and (or) different grounds for admission.

45. Simultaneously with the submission of an application for admission with the use of each of the special rights specified in paragraph 43 of these rules, the applicant has the right to submit an application (s) for admission to the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin without using these special rights to the same and (or) other educational programs, as well as to other institutions of higher education.

46. \u200b\u200bAn applicant can simultaneously use the right to 100 points for admission to study on different conditions of admission and (or) different grounds for admission, as well as simultaneously use several grounds for using the right to 100 points, including within the framework of one separate competition.
For each reason for the use of the right to 100 points of the RSU im. A.N. Kosygin establishes one or more general educational entrance examinations and (or) one or more additional entrance examinations, according to which applicants can use this right. When establishing several general educational entrance tests for the use of the right to 100 points, this right is given to applicants for one test of their choice. When establishing several additional entrance examinations for the use of the right to 100 points of the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina grants this right to applicants simultaneously for all of the specified tests or for one or more tests at the choice of applicants.

47. Within the framework of one competition, an applicant uses each basis to obtain the right to 100 points in relation to a general educational entrance test or in relation to an additional entrance test (tests). When participating in several competitions, an applicant can use the same basis to obtain the same or different rights to 100 points.
The advantage specified in clause 29 of these rules is used in the same manner as the right to 100 points.

48. Acceptance of documents required for admission is carried out by authorized officials in the buildings of the Russian State University. A.N. Kosygin, in the building of its branches at the addresses:

49. The documents required for admission are submitted (sent) to the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin in one of the following ways:
1) are submitted to the Russian State University. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin personally entering (a confidant), including:
at the location of the branch;
authorized official of the RSU named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin, who accepts documents in the building of another organization or in a mobile office for receiving documents;
2) are sent to the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin through public postal operators.

50. If the documents required for admission are submitted to the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin, incoming (proxy), incoming (proxy) receive a receipt for accepting documents.

51. In the case of sending the documents required for admission through public postal operators or in electronic form, these documents are accepted if they are received at the Russian State University. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin no later than the deadline for the completion of the acceptance of documents established by these rules.

52. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina publishes on the official website a list of persons who have submitted documents required for admission, indicating information about admission or refusal to accept documents (in case of refusal, indicating the reasons for refusal).

53. In the application for admission, the applicant indicates the following information:
1) last name, first name, patronymic (if any);
2) date of birth;
3) information about citizenship (lack of citizenship);
4) details of an identity document (including an indication of when and by whom the document was issued);
5) upon admission to training in accordance with the specifics specified in Part 3.1 of Article 5 or Article 6 of Federal Law N 84-FZ - information that the applicant is one of such persons;
6) information about education and a document of the established form that meets the requirements specified in paragraph 3 of these rules;
7) the conditions for admission to training and the grounds for admission;
8) upon admission to training in undergraduate and specialist programs - information about the presence or absence of the applicant's special rights (in the presence of special rights - indicating information about the documents confirming the existence of such rights);
9) upon admission to training in undergraduate and specialist programs - information about the USE passing and its results (if there are several USE results that have not expired, it is indicated which USE results and in which general subjects should be used);
10) upon admission to training in undergraduate and specialist programs - information about the intention to participate in the competition based on the results of general educational entrance examinations conducted by the higher education organization independently (indicating the grounds for participation in the competition based on the results of such entrance examinations and the list of entrance examinations);
11) information on the need to create special conditions for an applicant when conducting entrance examinations due to his limited health or disability (indicating the list of entrance examinations and special conditions);
12) information about the presence or absence of the applicant's individual achievements (if any, indicating information about them);
13) information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;
14) postal address and (or) email address, information about the parents (at the request of the applicant);
15) the method of returning the submitted documents (in case of non-admission to training and in other cases established by the Procedure).

54. IN the application for admission is recorded with certification by a personal signature incoming the following facts:
1) familiarization of the applicant (including through public information systems):
with a copy of the license to carry out educational activities (with an attachment) No. 2501 dated 19.12.2016;
with a copy of the certificate of state accreditation (with an attachment) or with information about the absence of the specified certificate No. 2471 dated 01/18/2017;
with information about the special rights and benefits provided to applicants when admitting to undergraduate and specialist programs;
with the deadlines for accepting enrollment consent applications;
with the admission rules approved by the Russian State University. A.N. Kosygin independently, including with the rules for filing an appeal based on the results of admissions tests conducted by the Russian State University named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin independently;
2) the consent of the applicant to the processing of his personal data;
3) familiarization of the applicant with information about the need to indicate in the application for acceptance of reliable information and the submission of original documents;
4) upon admission to study at places within the framework of the check figures:
upon admission to training under bachelor's programs, specialist programs - the applicant does not have a bachelor's degree, a specialist's degree, or a master's degree;
upon admission to training in master's programs - the applicant does not have a specialist diploma, a master's degree, with the exception of applicants who have a higher professional education, confirmed by the assignment of the qualification "certified specialist"
5) upon admission to training for undergraduate and specialist programs:
confirmation of the simultaneous submission of applications for admission to no more than 5 institutions of higher education, including the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin;
when submitting several applications for admission to the RSU im. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin
- confirmation of the simultaneous submission of applications for admission to the Russian State University named after A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin in no more than 3 specialties and (or) areas of training;
6) upon admission to study under bachelor's and specialist's programs at places within the target figures on the basis of special rights specified in clauses 25 and 26 of these rules and in subparagraph 1 of clause 25 of these rules:
confirmation of the submission of an application for admission on the basis of the corresponding special right only at the RSU A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin;
when submitting several applications for admission to the RSU im. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin - confirmation of the application for admission on the basis of the corresponding special right only to this educational program;
7) if the applicant, when submitting the documents, did not submit the documents that are submitted in accordance with clause 60.1 of these rules no later than the day of completion of the acceptance of applications for consent to enrollment - the obligation to submit the relevant documents no later than the specified day.

55. If the documents required for admission are submitted in accordance with subparagraph 1 of paragraph 49, the application for admission and the facts recorded in it in accordance with paragraph 54 of these rules are certified by the personal signature of the applicant (trustee).

56. When applying for admission, the applicant submits:
1) identity document (documents), citizenship;
2) upon admission to training in accordance with the specifics established in Part 3.1 of Article 5 or Article 6 of Federal Law N 84-FZ, a document (documents) confirming that the applicant is such a person in accordance with the conditions for referring to the number of specified persons, established by the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the acceptance of the Republic of Crimea into the Russian Federation and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol".
3) a document of the established form that meets the requirements specified in paragraph 3 of these rules (an applicant can submit both a document on secondary general education and a document on secondary vocational (primary vocational) or higher education).
A document of a foreign state on education is submitted with a certificate of recognition of a foreign education, with the exception of the following cases in which the submission of this certificate is not required:
when submitting a document of a foreign state on education, which complies with part 3 of article 107 of Federal Law N 273-FZ;
upon admission to an educational institution of higher education, which has the right to independently carry out, in the manner established by it, the recognition of foreign education and (or) foreign qualifications that do not meet the conditions provided for in part 3 of article 107 of Federal Law N 273-FZ;
when submitting a document on education, a sample of which is approved by the Cabinet of Ministers of Ukraine, if the holder of the said document is one of the persons specified in Article 6 of Federal Law No. 84-FZ;
4) for applicants specified in subparagraph "a" of paragraph 18 of these rules, with the intention to participate in the competition based on the results of general educational entrance tests for certain categories of applicants - a document confirming disability;
5) if it is necessary to create special conditions during entrance examinations - a document confirming disabilities or disabilities requiring the creation of these conditions;
6) for the use of a special right or advantage by the winners and prize-winners of the All-Russian Olympiad - a document confirming that the applicant is the winner or prize-winner of the final stage of the All-Russian Olympiad for schoolchildren;
7) for the use of a special right or advantage, the winners and prize-winners of the IV stage of the All-Ukrainian Student Olympiad specified in subparagraph 2 of paragraph 25 of these Rules - a document confirming that the applicant is the winner or prize-winner of the IV stage of the All-Ukrainian Student Olympiad;
8) for the use of a special right or advantage by members of the national teams of the Russian Federation - a document confirming that the applicant was included in the number of members of the national team;
9) for the use of a special right or advantage by the members of the national teams of Ukraine specified in subparagraph of paragraph 25 of these rules - a document confirming that the applicant was included in the number of members of the national team;
10) for the use of a special right or advantage by champions (prize-winners) in the field of sports - a document confirming the status of the specified champion or prize-winner;
11) for the use of the right to admission within a special quota - a document confirming that the applicant is among the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23;
12) to use the preemptive right of enrollment specified in clause 27 of these rules - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years old;
13) for the use of a special right or advantage by the winners and prize-winners of the school Olympiads - a document confirming that the applicant is the winner or prize-winner of the school Olympiad;
14) documents confirming the individual achievements of the applicant, the results of which are taken into account when admitting for training in accordance with the admission rules approved by the organization independently (submitted at the discretion of the applicant);
15) other documents (submitted at the discretion of the applicant);
16) 2 photographs of the applicant - for persons applying according to the results of entrance examinations conducted by the organization independently.

57. Applicants can submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.
An applicant, simultaneously with the submission of an application for admission, submits an application for consent to enrollment with the attachment of the original document of the established form (in accordance with paragraph 116 of these rules) upon admission to study at places within the check figures:
1) on the basis of a special right specified in clause 25 of these Rules;
2) on the basis of a special right specified in subparagraph 1 of paragraph 28 of these Regulations.

58. In case of admission to training in accordance with two or more sub-clauses of clauses 57 of these rules, the applicant:
submits an application for consent to enrollment with the attachment of the original document of the established form to one of the organizations;
in applications for admission to other organizations indicates to which organization the application for consent to enrollment has been submitted (will be submitted).

59. The document specified in subparagraph 4 or 5 of paragraph 56 of these Regulations is adopted by the Russian State University. A.N. Kosygin or branches of the Russian State University. A.N. Kosygin, if its validity period expires not earlier than the day of submission of the application for admission, the document specified in subparagraph 6 or 12 or 13 of paragraph 56 of these Rules, if its validity period expires no earlier than the day of completion of the acceptance of documents and entrance examinations.
An applicant may submit, when submitting the documents required for admission, the document specified in subparagraph 6, or 12, or 13 of paragraph 56 of these Rules, the validity of which expires earlier than the day of completion of the acceptance of documents and entrance examinations, but not earlier than the day of submission of the application for admission. In this case, the corresponding rights are granted to the applicant if, before the day of completion of the acceptance of documents and entrance examinations, inclusive, he submitted a document, the validity of which expires no earlier than the specified day.
If the document specified in subparagraph 4, or 5, or 6, or 12, or 13 of paragraph 56 of these Regulations does not specify its validity period, the period is assumed to be equal to a year from the date of receipt of the document.
The document specified in subparagraph 7, or 8, or 9, or 10, or 15 of paragraph 56 of these rules is adopted by the Russian State University. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin, taking into account the period specified in paragraph 25 or 28 of these rules, respectively.

60. The application for admission is submitted in Russian, documents made in a foreign language - with a translation into Russian, certified in accordance with the established procedure. Documents received in a foreign state are submitted legalized in the manner prescribed by the legislation of the Russian Federation, or with an apostille affixed (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and affixing of an apostille are not required). Documents issued in accordance with the legislation of Ukraine and submitted by persons specified in part 3.1 of Article 5 of Federal Law N 84-FZ are not required to legalize, affix an apostille and submit a translation into Russian, certified in the prescribed manner.

60.1 If, when submitting a document of a foreign state on education, the submission of a certificate of recognition of a foreign education is required, then the applicant may, when submitting an application for admission, submit the specified document without such a certificate, followed by the submission of a certificate of recognition of a foreign education no later than the day of completion of the acceptance of applications for consent to enrollment.
When submitting a document of a foreign state on education, which is required to legalize or affix an apostille, an applicant may, when submitting an application for admission, submit the specified document without legalization or apostille, followed by the submission of the specified document with legalization or apostille no later than the day of completion of the acceptance of applications for consent to enrollment ...

61. If the applicant has submitted the submitted documents in violation of the Procedure (except for the case when the specified violation does not apply to all the conditions for admission to training and the grounds for admission specified in the application for admission), RSU im. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygina returns the documents to the applicant:
in the case of submission of documents to the organization personally by the applicant (authorized person) - on the day of submission of documents
in the case of sending documents through public postal operators - in terms of original documents through public postal operators within 3 working days after the day the documents were received by the organization.
If the documents that are submitted in accordance with clause 60.1 of these rules no later than the day of completion of the acceptance of applications for consent to enrollment are not submitted within this period, RSU im. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygina returns the documents to the applicant in accordance with the return method specified in the application for admission (in case of return through public postal operators - in terms of original documents within 3 working days after the deadline for submitting documents).

62. Upon admission to training in the direction of training 03.13.01 Heat power and heat engineering and 13 .04.01 Heat power engineering and heat engineeringincluded in the list of specialties and areas of training, upon admission to training for which applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position or specialty, approved by the Government of the Russian Federation dated August 14, 2013 Mr. N 697, applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position, profession or specialty ( Appendix 14).

63. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina checks the accuracy of the information specified in the application for admission and the authenticity of the submitted documents. When carrying out the specified check of the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin has the right to apply to the relevant state information systems, state (municipal) bodies and organizations.

64. Upon admission to the RSU im. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin of the submitted documents, a personal file of the applicant is formed, in which the original or a copy of the document of the established form, a copy of the identity document (documents), citizenship, other documents submitted by the applicant, materials for passing entrance examinations, including documents related to the appeal, and also originals and (or) copies of powers of attorney submitted to the organization by authorized persons.

65. The applicant has the right at any stage of admission to training to revoke the submitted documents by submitting an application for the revocation of documents in the manner specified in clause 49 of these Rules, indicating the method of returning the documents (transfer to the person who revoked the submitted documents (proxy), sending through postal operators public communications).

66. During the period of admission to places within the target figures for the specific conditions of admission specified in subparagraphs 1-3 of paragraph 9 of these rules, the submitted documents are issued to the person applying for training at the indicated places under the relevant conditions of admission (proxy), upon submission them at the RSU them. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin's personal statement of revocation of documents:
within two hours after submission of the application - in case of submission of the application no later than 2 hours before the end of the working day;
during the first two hours of the next working day - if the application is submitted less than 2 hours before the end of the working day.

67. In case of revocation of documents (except for the case specified in clause 66 of these Rules) or non-admission to training, the original documents submitted by the applicant are returned no later than 20 working days after the withdrawal of the submitted documents or after the completion of the enrollment procedures under the relevant conditions of admission in accordance with the return method specified in the application for revocation of the submitted documents or in the application for admission.

Vii. Entrance tests conducted by the organization independently

68. RSU named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin independently conduct entrance examinations for the categories of persons specified in clauses 18, 18.1 and 20 of these rules, additional entrance examinations of a creative and professional orientation, entrance examinations for admission to training in master's programs. When applying for training, the results of the final exams of preparatory departments, preparatory faculties, courses (schools) and other tests that are not entrance tests are not used.

69. Entrance tests are conducted in written, oral or written-oral form ( Appendix 7, Appendix 8, Appendix 9).

70. Entrance tests are conducted in Russian.

71. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina does not conduct entrance tests using distance technologies.

72. One entrance test is held simultaneously for all applicants or at different times for different groups of applicants (including as the specified groups are formed from among the persons who submitted the necessary documents).
For each group of applicants, one entrance test is carried out on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test in one day.

73. In one general education subject within the framework of one competition, one general educational entrance test is established.

74. The applicant passes each entrance test once.

75. Persons who have not passed the entrance test for a good reason (illness or other circumstances confirmed by documents) are allowed to pass the entrance test in another group or on a reserve day.

76. During the admissions tests, their participants and persons involved in their conduct are prohibited from having and using communication means.

77. In case of violation by the applicant during the entrance examinations of the Rules of admission, approved by the Russian State University. A.N. Kosygin, authorized officials of the organization have the right to remove him from the place of the entrance test with the drawing up of an act of removal.

78. The results of the entrance test are announced on the official website, http://www.ntimgudt.ru/, http://rgu-tver.ru/ and on the information boards of the Admissions Committee:
a) when conducting an oral entrance test - on the day of its holding;
b) when conducting an entrance test in a different form:
for general educational entrance examinations, additional entrance examinations of a creative and professional orientation, entrance examinations for admission to training in master's programs - the next day, after the entrance test, but no later than the third working day after the entrance test.

79. After the announcement of the results of the written entrance test, the applicant (proxy) has the right to familiarize himself with his work (with the work of the applicant) on the day of the announcement of the results of the written entrance test or during the next working day.

VIII. Features of the entrance examinations
for people with disabilities and disabled people

80. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygina provides entrance examinations for applicants from among persons with disabilities and (or) persons with disabilities (hereinafter referred to as applicants with disabilities), taking into account the peculiarities of their psychophysical development, their individual capabilities and state of health (hereinafter referred to as individual characteristics).

81. At the Russian State University named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin admission of applicants from among persons with disabilities and (or) persons with disabilities is carried out in the premises (on the first floor), providing the possibility of unimpeded access of applicants with disabilities to the classroom, restrooms and other premises, as well as their stay in the specified premises (in including the presence of ramps, lifts, handrails, widened doorways, elevators.

82. Entrance tests for applicants with disabilities are held in a separate auditorium.
The number of applicants with disabilities in one classroom should not exceed:
when passing the entrance test in writing - 12 people;
when passing the oral entrance test - 6 people.
A larger number of applicants with disabilities may be present in the audience during the entrance test, as well as the conduct of entrance tests for applicants with disabilities in the same audience together with other applicants, if this does not create difficulties for applicants when passing the entrance test.
It is allowed to be present in the classroom during the entrance test of an assistant from among the employees of the organization or involved persons who provides applicants with disabilities with the necessary technical assistance, taking into account their individual characteristics (to take a workplace, move around, read and complete the assignment, communicate with teachers conducting the introductory test).

83. The duration of the entrance test for applicants with disabilities is increased by the decision of the organization, but not more than 1.5 hours.

84. Applicants with disabilities are provided in an accessible form for them information on the procedure for conducting entrance examinations.

85. Applicants with disabilities can, in the process of passing the entrance test, use the technical means necessary for them in connection with their individual characteristics.

86. When conducting entrance examinations, the following additional requirements are met, depending on the individual characteristics of applicants with disabilities:
1) for the blind:
tasks to be performed on the introductory test are drawn up in bold-point braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;
written assignments are performed on paper in bold Braille or on a computer with specialized software for the blind, or dictated to an assistant;
applicants to complete the assignment, if necessary, are provided with a set of writing materials and paper for writing in bold-point Braille, a computer with specialized software for the blind;
2) for the visually impaired:
individual uniform illumination of at least 300 lux is provided;
applicants are provided with a magnifying device to complete the assignment, if necessary; it is also possible to use your own magnifying devices;
tasks to be performed, as well as instructions on the procedure for conducting entrance examinations are made out in enlarged type;
3) for the deaf and hard of hearing:
the availability of sound-amplifying equipment for collective use is provided, if necessary, applicants are provided with sound-amplifying equipment for individual use;
sign language interpreter services are provided;
4) the services of a tiflosurd interpreter are provided for the deaf-blind (in addition to the requirements for the blind and deaf, respectively);
5) for persons with severe speech impairments, deaf, hearing impaired, entrance examinations conducted orally are conducted in writing (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to a magistracy - at the decision of the organization);
6) for persons with disorders of the musculoskeletal system, impaired motor functions of the upper limbs or the absence of the upper limbs:
written assignments are performed on a computer with specialized software or dictated to an assistant;
entrance examinations, conducted in writing, are conducted orally (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to a magistracy - at the decision of the organization).

87. The conditions specified in clauses 81-86 of these rules are provided by applicants on the basis of an application for admission, containing information about the need to create appropriate special conditions.

88. The organization can conduct entrance tests for applicants with disabilities using distance technologies.

IX. General rules for filing and considering appeals

89. According to the results of the admissions test conducted by the organization independently, the applicant (trustee) has the right to file an appeal with the appeal commission about the violation, in the applicant's opinion, of the established procedure for the admissions test and (or) disagreement with the assessment of the results of the admissions test.

90. The appeal is filed in one of the ways specified in paragraph 49 of these rules.

91. During the consideration of the appeal, the observance of the established procedure for the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

92. The appeal is filed on the day of the announcement of the results of the entrance test or within the next working day. An appeal on violation of the established procedure for the admissions test may be filed on the day of the admissions test.

93. The appeal is considered no later than the next working day after the day of its submission.

94. The applicant (proxy) has the right to be present at the consideration of the appeal. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years old), except for minors recognized in accordance with the law as fully capable before reaching.

95. After considering the appeal, the appeal commission makes a decision to change the assessment of the results of the admissions test or to leave the specified mark unchanged.
The decision of the appeal commission drawn up in the protocol is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

X. Formation of lists of applicants and admission to training

96. Based on the results of documents acceptance and (or) entrance examinations of the Russian State University named after A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin form a separate list of applicants for each competition.

97. The list of applicants for each individual competition includes:
list of applicants without entrance examinations;
a list of applicants based on the results of the exam and (or) entrance examinations (hereinafter referred to as the results of entrance examinations), who have scored at least the minimum number of points.
Enrollment based on the results of entrance examinations is carried out to the places left after admission without entrance examinations within the framework of the corresponding list of applicants.

98. The list of applicants without entrance examinations is ranked on the following grounds:
1) according to the status of persons entitled to admission without entrance examinations, in the following order:
a) members of the national teams of the Russian Federation and specified in subparagraph 2 of paragraph 25 Members of the national teams of Ukraine;
b) the winners of the All-Russian Olympiad for schoolchildren and indicated in subparagraph 2 of paragraph 25 Of these rules, the winners of the IV stage of the All-Ukrainian student olympiads;
c) winners of the All-Russian Olympiad for schoolchildren and indicated in subparagraph 2 of paragraph 25 Of these rules, the winners of the IV stage of the All-Ukrainian student Olympiads;
d) champions (prize-winners) in the field of sports;
e) winners of school Olympiads;
f) winners of school Olympiads;
2) for the persons specified in each of subparagraphs "a" - "e" of subparagraph 1 of this paragraph, in descending order of the number of points awarded for individual achievements;

99. The list of applicants based on the results of entrance examinations is ranked on the following grounds:
1) in descending order of the amount of competitive points;
2) if the amount of competitive points is equal - in descending order of the amount of competitive points awarded based on the results of admissions tests, and (or) in descending order of the number of points awarded based on the results of individual admissions tests, in accordance with the priority of admissions tests established by the organization;
3) in case of equality according to the criteria specified in subparagraphs 1 and 2 of this paragraph, a higher place in the list is occupied by applicants who have the pre-emptive right to enroll.
The sum of the competitive points is calculated as the sum of the points for each entrance test, as well as for individual achievements.

100. The lists of applicants shall contain the following information:
1) for each applicant without entrance examinations:
the basis for admission without entrance examinations;


2) for each applicant according to the results of entrance examinations:
the amount of competitive points;
the number of points for each entrance test;
the number of points for individual achievements;
availability of the pre-emptive right to enroll;
3) the presence of a statement of consent to enrollment (submitted in accordance with clause 103 of these rules).

101. Lists of applicants are posted on the official website and on the information stand and are updated daily (no later than the beginning of the working day) until the relevant orders for enrollment are issued.

102. At each stage of enrollment of the RSU im. A.N. Kosygina establishes the day of completion of the acceptance of applications for consent to enrollment (when enrolling in places within the target figures for bachelor's programs and specialist programs in full-time and part-time studies - in accordance with paragraph 105 of these rules), ().

103. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to places within the framework of the check figures, an original document of the established form is attached, when admission to the field under contracts for the provision of paid educational services - the original document of the established form or its copy certified in in accordance with the established procedure, or a copy of it with the presentation of the original for certification of a copy by the admission committee (hereinafter - the statement of consent to enrollment). The application of the original document of the established form (copies of the specified document upon admission to the field under contracts for the provision of paid educational services) is not required if it was submitted to the Russian State University named after A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin earlier (when submitting an application for admission or a previous application for consent to enrollment).
The enrollment consent application specifies the conditions for admission and the basis for admission (if any) for one specific competition, in accordance with the results of which the applicant wants to be enrolled. The applicant can, at his own discretion, submit the specified application to the Russian State University. A.N. Kosygin or branches of the RSU im. A.N. Kosygin one or more times.
This application is certified by the applicant's signature and submitted to the Russian State University. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin no later than the day on which the acceptance of enrollment consent applications is completed. On the day of completion of the acceptance of applications for consent to enrollment, the specified application is submitted to the Russian State University. A.N. Kosygin or branches of the Russian State University named after A.N. Kosygin no later than 6 pm local time.

104. Applicants who have submitted an enrollment consent application are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

b) second stage of enrollment to the main competition places - 100% enrollment indicated places:
August 06, 2020:
the acceptance of enrollment consent applications is closing from persons included in the lists of applicants for the main competition places;
within each list of applicants, persons who have submitted an application for consent to enrollment are allocated until 100% of the main competition places are filled;
August 08, 2020 an order (orders) is issued on the enrollment of personswho have submitted an enrollment consent application before filling 100% of the main competition places.

105.1 On reception to places within the target figures for undergraduate and specialist programs by correspondence training enrollment procedures are carried out in the following terms:
1) placement of lists of applicants on the official website and at the information stand - no later than August 24, 2020 ;
2) priority enrollment stage - enrollment without entrance examinations, admission to places within a special quota and a target quota (hereinafter - places within quotas):
25 August 2020 the acceptance of enrollment consent applications from applicants without entrance examinations, entering places within quotas is nearing completionif these persons have simultaneously submitted applications for admission to two or more higher education institutions in accordance with paragraph 57 of these Regulations;
August 26, 2020 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment from among those who enter without entrance examinations entering places within quotas;
3) admission based on the results of entrance examinations for main places within the target figuresremaining after enrollment without entrance examinations - enrollment to the main competition places before filling 100% indicated places:
August 28, 2020:
the acceptance of enrollment consent applications is closing from persons included in the lists of applicants for the main competition places and wishing to be enrolled in the main competition places;
within each list of applicants, persons who have submitted an application for consent to enrollment are allocated until 100% of the main competition places are filled (taking into account rounding);
August 31, 2020 an order (s) is issuedon the enrollment of persons who have submitted an application for consent to enrollment, before filling 100% of the main competition places;

106. Persons enrolled within a special quota are excluded from the lists of applicants for the main competition places under the same conditions of admission.

107. Unfilled places within the limits of quotas can be used to enroll persons entering without entrance examinations for main places within the target figures under the same conditions of admission.
After the completion of the enrollment of persons entering without entrance examinations, persons entering places within the quotas, unfilled places within the quotas are used as the main competitive places under the same conditions of admission.

108. Upon admission to study at places within the framework of the target figures for undergraduate programs and specialist programs in full-time and part-time studies at the RSU im. A.N. Kosygin or branches of the RSU im. A.N. Kosygin, an applicant may, at his discretion, submit an application for consent to enrollment once or twice.
At the same time, if an application for consent to enrollment or revocation of submitted documents is submitted in the presence of a previously submitted application for consent to enrollment in the Russian State University. A.N. Kosygin or branches of the RSU im. A.N. Kosygin to the specified places, then the applicant simultaneously submits an application for refusal to enroll in accordance with a previously submitted application for enrollment consent; a statement of refusal to enroll is the basis for excluding an applicant from the number of enrolled in training.

109. Places vacated as a result of the expulsion of persons enrolled in training at the previous stage (previous stages) of enrollment are added to the main competitive places under the same conditions of admission.

110. When applying for training to places within the target figures for master's programs full-time and part-time, the enrollment procedures are carried out in the following terms:
placement of lists of applicants on the official website and on the information stand - no later than August 05, 2020 ;
08 AugustFeb 2020 the acceptance of applications for consent to enrollment of persons included in the lists of applicants for the main competition places is being completed;
enrollment is carried out to the main competitive places - until 100% of the indicated places are filled.
August 11, 2020 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competition places are filled.
Enrollment to places under contracts for the provision of paid educational services for areas of training (specialties) is carried out regardless of the timing of admission to places within the target figures.
For admission to study under bachelor's, specialist's and master's programs in full-time, part-time and part-time to places under contracts for the provision of paid educational services , the terms of enrollment are established by the Russian State University. A.N. Kosygin with the completion of full-time and part-time enrollment no later than August 31, 2020 , by correspondence - no later than September 30, 2020 ().
Orders for enrollment are posted on the day of their publication on the official website of the Russian State University. A.N. Kosygin, the official website of the branches of the Russian State University. A.N. Kosygin, at the information stand and must be available to users of the official website within 6 months from the date of their publication.

XI. Features of the organization of targeted admission

111. RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin has the right to conduct admission to targeted training in specialties included in the list determined by the Government of the Russian Federation.

112. Admission to targeted training is carried out in the presence of an agreement on targeted training concluded between the applicant and the body or organization specified in part 1 of Article 71.1 of Federal Law N 273-FZ (hereinafter referred to as the customer of targeted training), in accordance with the regulations on targeted training and the standard form of the contract on targeted training, established by the Government of the Russian Federation.

113. When applying for admission to targeted education, the applicant submits, in addition to the documents specified in clause 56 of the Admission Rules, a copy of the targeted education contract, certified by the customer of targeted education, or an uncertified copy of the specified contract with the presentation of its original.

114. The list of applicants for places within the target quota includes information about the customers of the targeted training.

115. The list of applicants for admission and the list of applicants for places within the target quota does not indicate information related to targeted admission in the interests of state security.

116. Enrollment in places within the target quota of persons whose training is carried out in the interests of state security is formalized in a separate order (s), which cannot be posted on the official website and information stand.

XII. Features of the reception of foreign citizens
and stateless persons

117. Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary appropriations in accordance with international treaties of the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons (hereinafter - the quota for the education of foreign citizens ), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational.

118. Admission to study within the quota for education of foreign citizens at the RSU im. A.N. Kosygin and branches of the Russian State University named after A.N. Kosygin is carried out in accordance with the directions of the federal executive body responsible for the development of state policy and legal regulation in the field of education. Enrollment for education within the quota for education of foreign citizens is carried out by a separate order (orders) of the organization.

119. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided that they comply with the requirements provided for in Article 17 of the Federal Law of May 24, 1999 N 99-FZ "On state policy of the Russian Federation in relation to compatriots abroad "(hereinafter - Federal Law N 99-FZ).

120. Compatriots living abroad and not citizens of the Russian Federation are not subject to special rights when enrolling in undergraduate and specialist programs provided in accordance with Federal Law N 273-FZ, unless otherwise provided by an international treaty of the Russian Federation.

121. When admitting foreign citizens and stateless persons to study under bachelor's and specialist's programs on the spot under contracts for the provision of paid educational services of the Russian State University. 123.1. Foreign citizens who enter training on the basis of international treaties, in addition to the documents specified in clause 49 of these Rules, submit documents confirming their classification as persons specified in the relevant international treaties.

124. The admission of foreign citizens and stateless persons to study on educational programs containing information constituting a state secret is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

XIII. Additional admission to training
