What's going on in Tatarstan? A signal from Putin: what will Tatarstan be left after the agreement with Russia expires.

News from the Muslim republics

21.12.2013

For the first time, Tatarstan President Rustam Minnikhanov made a statement on the mass arrests and torture of Muslims in Tatarstan. According to him, this could have happened everywhere, but what happened "should not affect tolerant relations between confessions."

Crimes related to the laying of explosive devices and arson orthodox churches in Tatarstan, received a wide public response in the country. After several days, the Tatarstan president broke the silence and held a meeting with journalists on Tuesday, December 17, in Kazan. “Yes, it happened. This can happen everywhere, but it should not in any way affect the climate that has developed in the republic, on tolerant relations between confessions and nationalities, ”Minnikhanov said.

According to the head of the republic, such actions are condemned by the Tatarstan society. He also stressed: “It's not a matter of nationality. There are bad people in any nation. "

The President of the Republic of Tatarstan said that law enforcement agencies are investigating the crimes. However, he did not specify exactly how the investigation was being conducted.

According to official data, on December 12, the Tatarstan Interior Ministry, together with colleagues from the FSB, carried out an operation during which several people were detained, including five residents of Chistopol, suspected of setting fire to two of the seven churches. The Ministry of Internal Affairs of the Republic of Tatarstan said in a statement that those detained from 22 to 35 years old, they profess radical Islam, are currently arrested. There is no exact information about the detainees.

Arrests have been going on for a month

Reports that mass arrests with the use of torture have been going on in the republic for a month now, that most of the male population of Nizhnekamsk, Chistopol and the village of Alekseevskoye has been in temporary detention facilities, appeared a week ago in the central publications of Russia. At the same time, amateur videos began to appear on the Internet with the appeal of ordinary citizens to the authorities of Tatarstan and, especially, to the mufti Kamil Samigullin with a request to intervene in the situation and stop the cop's lawlessness in the Trans-Kama region.

But no action was taken after the publications appeared in the media.

“Those detained to this day are in the hands of the police. They are accused of incomprehensible arson, they are trying in every possible way to beat confessions out of them. There is a "group of executioners" from the Investigation Department of the republic. According to the decree of Ramil Bilalov, head of the Investigative Department for the city of Nizhnekamsk, lawyers are denied access to their wards. The meeting is possible only with the permission of the official. This is already a violation of any norms and human rights, ”says Tatarstan activist Elmir Imayev.

According to Imayev, the relatives of the detainees are on duty for days to get any information about their relatives.

A strange situation is happening with the family of the detained Mikhail Martyanov. In addition to the fact that they do not know anything about the whereabouts of Mikhail, all kinds of pressure are exerted on them. They have been intimidated more than once, even in own home... “If you look for your husband, it will be bad for you and for the children,” the unknown told his wife. Some people are constantly on duty around their family. Martyanov is absent from the lists of those kept in the IVS.

“This whole situation raises suspicions that Mikhail may have been killed during torture,” Elmir said.

Against the background of all that is happening, the arrests of Chistopol Muslims continue. Elmir Imayev himself has repeatedly made a statement about the great pressure exerted on him.

“I see the established surveillance of myself. I have already been summoned to the Investigative Committee to see Andrushkevich more than once. A search was carried out in my apartment. And already twice unknown persons tried to take me away in an unknown direction, pushing me into the car. Also, I am often called to Center "E", - said Elmir.

Earlier, the Spiritual Directorate of Muslims received an appeal from an initiative group of wives and mothers of the city of Chistopol with information about the violation of the rights of Muslims in different regions of the Republic of Tatarstan. The head of the SAM RT Kamil Samigullin announced the creation of a working commission and promised to hold a series of meetings with the Muslim community and government bodies in Chistopol and Nizhnekamsk. Kamil Samigullin's appeal to the republic's prosecutor appeared yesterday on the inadmissibility of an investigation with the use of violence and violation of the law. "Careful and objective supervision of the prosecutor's office," writes the head of the Spiritual Administration of Muslims, "in order to ensure the legality and fairness of the investigative actions, in close cooperation with civil society, will contribute to strengthening social stability in our region."

A real banking crisis broke out in Tatarstan. On March 3, the Bank of Russia revoked the licenses of Tatfondbank, Intechbank and Ankor Bank for failure to comply federal laws, which establish banking, and the standards of the Central Bank. In addition, banks had a low level of authorized capital adequacy. Ten days later it became known that another bank in Tatarstan - "Spurt" - limited the issuance of cash to individuals.

A criminal case was initiated against the chairman of the board of Tatfondbank, Robert Musin, under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale). According to the preliminary version, in August 2016, employees of PJSC Tatfondbank, in order to obtain a loan and subsequent theft of funds, provided the Central Bank of the Russian Federation with fictitious information about the presence of a highly liquid asset secured by loan agreements with other joint stock companies. Subsequently, the received loan funds in the amount of more than 3 billion rubles were transferred to the settlement accounts of affiliated organizations of PJSC Tatfondbank.

Other managers of Tatfondbank also became involved in criminal investigations. The Kazan court, at the request of the police, arrested the former deputy chairman of Tatfondbank, now vice-president of the Moscow Promsvyazbank, Sergei Meshchanov. In the first decade of February, four more bank employees were arrested, who simultaneously held senior positions in the investment company TFB Finance, including its general director Timur Valshin and deputy chairman of Tatfondbank Vadim Merzlyakov. According to investigators, the bank's depositors were misled and, as a result, lost over 90 million rubles.

Depositors of Tatfondbank will go out to protest actions, since the authorities do not give them guarantees to return their money, said the depositor, Tatarstan politician Ilya Novikov. “The bank still has debts to depositors and legal entities. No roadmaps have been proposed by the Tatarstan government to bring them back. This situation forces disgruntled clients of the bank to take to the streets, hold pickets, draw attention to themselves in order to be heard, so that some scheme for returning money to depositors is implemented. Several such schemes have already been proposed for implementation to the Prime Minister of the Republic Ildar Khalikov at a meeting of depositors with him. However, the depositors have not received an answer yet, ”Ilya Novikov said the day before.

The activist is sure that he himself and his comrades in misfortune have become victims of fraud. “The funds were withdrawn, stolen, and now the bank will be declared bankrupt, and many will be left without their money,” stated Ilya Novikov.

On March 11, at a protest rally of depositors, the police detained Marcel Shamsutdinov and Alexander Yumanov. The police drew up administrative protocols under Part 1 of Art. 20.2.2 of the Administrative Code (organization of mass simultaneous stay of citizens in public places, which entailed a violation of public order). The Vakhitovsky District Court of Kazan fined the opposition politician Shamsutdinov 10 thousand rubles.

Shamsutdinov himself believes that the protests of Tatfondbank clients drew attention to the problem, and the authorities finally began to listen to the voice of the victims. “On Monday, Prime Minister of Tatarstan Ildar Khalikov met with representatives of the initiative group of affected depositors. Unlike previous meetings, when there was a complete misunderstanding, now the dialogue is constructive. The prime minister decided to create a working group to resolve issues. It is planned to create a fund to help affected depositors and clients of Tatfondbank and Intechbank. It is obvious that our struggle and protest actions of depositors have achieved results, and we are on the right path, ”Marsel Shamsutdinov is sure.

Another protester, lawyer and politician Ivan Klimov, is more uncompromising. He recalled that Prime Minister Ildar Khalikov headed the board of directors of Tatfondbank, which means that he is responsible for what is happening. “He must resign, as he did not cope with his duties both as chairman of the board of directors of Tatfondbank and as prime minister. He had to “sort out” this whole situation, including, together with the government of Tatarstan, to promote the bank's reorganization, to file a lawsuit against the Central Bank to challenge the revocation of the license. But this was not done, ”said Klimov.

The social activist believes that the consequences of the fall of banks may affect many residents of Tatarstan. “Now we already hear from the president of the republic that legal entities may not receive their money. And the number of legal entities - clients of Tatfondbank and Intechbank, according to estimates, reaches 30-40 thousand. Among them are large enterprises and management organizations that provide services in the housing and utilities sector, and small and medium-sized businesses, "Ivan Klimov emphasized.

The problems of Tatfondbank may be based on the fact that shareholders belong to offshore structures, Klimov said. “Novaya Neftekhimiya LLC has a 20.24% stake in Tatfondbank. At the same time, the Cypriot offshore company Panmere Services Limited has a 72.07% stake in Novaya Neftekhimia. The founders of this offshore company Belserve Consultants Limited and Vaspaco Properties Limited were involved in the scandal in Moldova with the withdrawal of assets from Viktoriabank. The Moldovan press was actively writing about this. It can be assumed that in our case, there was also a withdrawal of assets, ”says Ivan Klimov.

Among the shareholders of the “bursting” Tatfondbank is a British citizen who is the nominal head of hundreds of companies, including several dozen offshore companies, said Ilya Shumanov, deputy general director of Transparency International - Russia. As a rule, such “zits-chairmen” hide the real owners who do not want to advertise their names.

The anti-corruption official clarified that the British woman's name is Jennifer Catherine Rene. “The website of the Central Bank of the Russian Federation contains information about the shareholders of Tatfondbank. And there this Briton appears as one of the shareholders. It also appears in the public register of Great Britain, the Panama register, the New Zealand register and the United States, ”Ilya Shumanov said.

The anti-corruption official calculated that 549 British companies are registered for the British, 85 Panamanian companies, 14 New Zealand companies and about 10 American companies. “In addition, she appears as a director, a nominal owner, in a number of offshore companies that were mentioned in the Panama leaks. I counted more than 30 such companies, ”Shumanov specified.

The crisis situation with a number of banks in Tatarstan may repeat itself in other regions, says Timur Nigmatullin, financial analyst at Finam. “Such problems are generally characteristic of the Russian banking system. Historically, we have developed such a system, when many banks, at least in the 1990s, were opened to conduct transactions with individual large companies. The banking system is too fragmented, in a number of banks there are problems associated with high risks. Therefore, what is now happening in Tatarstan can happen in any other region, where the financial system is represented by large groups of regional banks, ”said Timur Nigmatullin.

The analyst did not rule out such a situation when the number of banks in Russia in several years could be reduced by a third, or even half. “This will depend on the efforts of the Central Bank to revoke licenses,” Timur Nigmatullin said.

One of the most important features of financial and economic crises is bank failures. In this sense, the crisis of 2008 was very “uncharacteristic”: then the state “pumped” financial assistance into the banking system and saved the banks from bankruptcy. Now, as you know, "there is no money", and therefore the state has no desire to save banks.

"Do not hand over the Tatar language - we will not transfer to the next class." The head of the Society of Russian Culture of Tatarstan, Mikhail Shcheglov, spoke about why Russians in the republic turned to the Minister of Education of Russia.

In the last days of August, a daddy with pain of thousands of Russian families living in Tatarstan was transferred to the hands of the Minister of Education of Russia Olga Vasilyeva through a large family from the Moscow region. They ask the minister to read it personally. "Save our children from the forced study of the Tatar language!" - they plead with Vasilyeva, for many years not finding support, including in the department under her control. The Tatarstan authorities do not recognize the problem. Although they openly declare that the republic is an independent state. This is what is written in black and white in school textbooks, on the covers of which Tatarstan is ranked with the leading world powers apart from Russia. The head of the Society of Russian Culture of Tatarstan Mikhail Scheglov told the special correspondent of the Daily Storm Natalia Bashlykova about the situation with the Russian language in the republic, and also why the situation in Tatarstan resembles Ukraine.

- Mikhail Yurievich, you are one of those who collected the folder for the minister, why did you decide to hand it over in person?

- We have repeatedly tried to draw the attention of the federal authorities to this situation. A lot of letters have already been written on this topic, including to the Minister of Education. Until now, we received answers according to the standard scheme, when everything descended back to the republic ... Once we received an answer that we consider the correspondence complete.

Therefore, we went the other way. We were helped by a woman from the Moscow region who read the pain of parents in our group in social network "VKontakte" - Committee of Russian-speaking parents of Tatarstan. She agreed to give the folder to Vasilyeva directly. In addition, at the same time, Russian President Vladimir Putin instructed the General Prosecutor's Office of the Russian Federation to check the voluntariness of studying national languages \u200b\u200bin the regions. At the Council for Interethnic Relations in Yoshkar-Ola, he said that it is unacceptable to reduce the hours of the Russian language at the expense of other languages. The President paid special attention to this by the heads of the regions. It is obvious to us that this was said about Tatarstan, because the most difficult situation is here. But our top officials of the republic do not recognize this. And they have already stated that everything is within the framework of the law.

- What is happening in the republic with the Russian language today?

- The Russian movement in the Republic of Tatarstan is concerned with a number of problems that the authorities do not recognize today. But, of course, in the first place in the republic is the problem of the Russian language in education. It is very difficult to solve it, since our legislation is "sharpened" for bilingualism. Russian and Tatar languages \u200b\u200bare compulsory for studying at school. My children are already adults, at first I myself did not resist that they learn the Tatar language at school. But later I became convinced that this is an absolutely unnecessary subject for my children. They cannot learn it, since they have neither the motivation nor the environment for this, unlike their Tatar peers. In my opinion, 60 to 80% of the population, including the Tatars, think so. They understand that the future for them is the Russian language.

Nevertheless, the regional authorities persist and position this language as equal to Russian in all dimensions. The officials are not even embarrassed by the fact that this contradicts the Constitution of the Russian Federation, where Russian is the only state language of the entire country.

Another problem is a legal conflict. This is the fact that in the Russian Federation the Russian language does not have the status of a native language, although 92% of citizens consider it as such. For example, in our republican legislation, the concept of the native language is opposed to the Russian language.

- What is it like?

- That is, the native language is not Russian, but Tatar. But if I am Russian, what kind of native language can I be? This is the first thing that, in my opinion, needs to be corrected in the legislation, because there must be an unshakable basis for the state language that guarantees the country's security ... Fundamentally, on a large scale, Russians in Tatarstan realized this problem in 2009 with the introduction of the EG in Russian language as entrance examinations to universities. Parents endured - endured, and then realized that their children could not go to institutes. For example, someone’s child received triples in Russian, which, due to the limited hours (in favor of Tatar), he doesn’t know very well.

- What is the ratio of the hours of teaching Russian and Tatar languages?

- All equally. This is a principled position for the authorities and the Tatar nationalists they support. I would compare it with the Battle of Stalingrad - we will not give up an inch of land. But how equally? For example, Tatyana Loginova, who is also in our association, has three lessons of Russian and literature and five lessons of the Tatar language per week for her child, and one more in Tatar literature, where the subject “Tatar language” is also taught.

What is our principled position? Russian children should study Tatar literature translated into Russian. This is logical. They are not native speakers of the Tatar language, they do not understand well what they read. However, there are no such transfers. Therefore, of course, it is very logical that the majority of Russian students receive poor grades for the Tatar language. Moreover, they are crushed for this, spread rot, deceived. They say to the children: don’t pass your language, we will not transfer you to the next class. For example, we had such a case when a mother put a dictaphone in her child's portfolio, and then listened to what the teachers tell him about his parents who do not support the study of the Tatar language, as well as humiliation and insults of the child in the presence of the class. This, of course, is unacceptable from the point of view of pedagogical ethics, but the majority are silent so that the child can simply graduate from school. Therefore, this topic is taboo. Be silent - and they will draw your C grade for you.

- Is this a situation only in Tatarstan?

- In Bashkiria there was a similar situation, but there the prosecutor's office got down to business, and the president adheres to a different position. We have flint.

- Why do you think?

- There is such a figure - Rafael Khakimov, who designed the Republic of Tatarstan as a sovereign separate state. For many years he was Mintimer Shaimiev's internal policy advisor. This is a well-known writer, an extreme nationalist, precisely of a state regional scale. Under him, in the 90s, a person like Aslan Maskhadov was brought to the republic. From the presidium, he taught our State Council of the republic how to build relations with Russia, why it is necessary to support the people's liberation movement, and also what Ichkeria is. It was Khakimov's project.

In general, the agreement between Moscow and Tatarstan, unsigned today, is part of the systemic situation created by the revanchist, ethnocratic group formed by ex-president Shaimiev. There are people there today who want revenge and return 500 years ago, so that a separate Tatar state appears again. There are those in the republic who frankly would not like to see Russians here. This is natural, because the Russians are not their helpers in building such a state.

- This is not visible from Moscow. How does it manifest?

- And from Moscow, what was visible about Ukraine until it flared up there? Everything is the same here today. I myself am a candidate of technical sciences, I teach at the institute, but the defense of the Russian language is now my other half. I have been doing this here for 30 years, starting from the creation of a folklore movement, folklore ensembles, holidays, to performances at various scientific conferences and events.

- Are there any opposition to your activity?

- For the authorities, I am persona non grata. For example, they ask not to be given the floor at various events. Repeatedly they tried to bring me to administrative responsibility. But I win all such administrative cases either in the lower instance or in the Supreme Court. Because all claims against me are frank bullshit. However, they still need to crush me, squeeze, frighten me ...

If we go back to the agreement, then there are definitely people who would like to secede from Russia, even to the extent of implementing some kind of resettlement program. Also in the republic there have always been those who use this factor in the political game.

- What game is this?

- It consisted in the fact that at first they declared sovereignty, held a referendum, according to which 61.4% of the population spoke in favor of considering the republic a subject of international law and an independent state. At that time, the idea was thrown in that we have an oil region, and under the conditions of a sovereign state, our children will be born automatically as millionaires, like in Saudi Arabia. But in the end, who has the entire oil industry now? Families and clans. In general, the Shaimiev team used the sovereignty as an instrument of enrichment, the creation of well-being for their descendants.

If you pay attention, the wife of the current president of Tatarstan is a very successful businessman. In 2016, she earned 2.6 billion rubles. In general, relative to Moscow, it is a separate organism, a kind of cocoon. I don't know if the feds and Vladimir Putin will be able to unravel it. Now there are some signals, including the bankruptcy of banks, because banks here are palaces and castles.

- You said that the same processes are repeated in the republic as in Ukraine, what exactly do you mean by this?

- All markers are similar, including the language. Let's say this is the fact that the entire history of the republic has been rewritten. If you take a textbook authored by D.K. Sabirova, Ya.Sh. Sharapova “History of Tatarstan. From ancient times to the present day ”, then there Tatarstan is considered as an independent state since the times of ancient Bulgaria.

In particular, it says that in 1552 Russia committed an act of aggression and occupied Tatarstan. Light forces - they are in the republic, and black - it is clear from where. This goes in other tutorials. There were a lot of complaints, including to the prosecutor's office, but they do not yield any results.

Moreover, we have not just rewritten history textbooks, but academic historical science is built on a completely rewritten history. For example, Indus Tagirov is a real academician, doctor of sciences, professor. He is actually the head of the historical school of the Republic of Tatarstan. That is, all our candidates and doctors went through his school. And this person in all seriousness says that the Republic of Tatarstan is 3000 years old, and in terms of territory includes not only Tatarstan, Bashkiria and all of Siberia, but also all of China. IN soviet time it was impossible to voice such a thing….

The same situation is with art, creative unions. In the local union of writers there are a little more than 300 Tatars and, in my opinion, 13 Russians, and in the Russian section there are even more Tatars, and in the section of Tatar writers - in my opinion, not a single Russian. That is, the Russian word does not develop here at all. We tried to launch one project. A certain Russian writer wanted to make an anthology "Russian Word". They pushed through, talked about it at all sorts of status meetings. As a result, the word “Russian” was removed from the name and the Tatar edition was put in charge. The same is true in the Union of Composers, in the Union of Artists.

- And what was in your letter to Vasilyeva?

- We informed about the ratio of the hours of Tatar and Russian in schools, that we cannot defend our right to a full-fledged study of the Russian language. They wrote about what programs our children study according to, that forgeries are committed in schools, about aggression against children. If someone vyaknets something, then the child on the line can be scolded in front of everyone: "because of his father and mother, this classmate of yours refuses to respect the Tatar people." When there is nothing to oppose, the advocates of such a peculiar regional formation switch to the hysterical: "Learn, ignoramuses, the language of the people on whose territory you live!"

Although it is difficult to talk about whose territory this really is. Before the Bulgars, Imenkites lived here, who are considered Proto-Slavs. That is, the territory flowed smoothly, from there to here. In general, the Russians and the Tatars are complementary peoples, between which there have been no serious contradictions so far. By the beginning of the revolution, the Tatars had developed mechanisms of interaction with the tsarist government, with the dominant Orthodoxy, and no one thought about Sharia. Now the Sharia law, which is being propagated in all our mosques. People who visit them say that up to 20% of worshipers are Salafis and Wahhabis. This ideology of radical Islam is spreading here today due to the uncontrolled preaching of immigrants from Saudi Arabia and a number of other countries of the Middle East.

At first I did not delve into this either, but when I saw that churches were being burned, that there were shootings with Wahhabis in the city, I studied this issue. After all, the former mufti as a result of this was left without legs, miraculously survived.

And the main leader of traditional Tatar Islam, theologian Valiulla Yakupov, was killed at the entrance of his own house. Up to nine churches in the republic were set on fire or tried to break down the Wahhabis. Several churches burned down.

- What is the ratio of Russians and Tatars in the republic today?

- In the region, at the last census, a little more than 53% of Tatars and almost 39% of Russians. Although there is insider information from the security forces that in fact, the majority of Russians are now here. It's just that it's important for the Tatars to be the majority. In previous censuses, the number of Tatars in the republic was less than 50%. They could not come from anywhere, there are no migration flows to the Tatars republic either.

An interesting fact, for example, is that Ivan the Terrible moved the Tatars away from the rivers so that they would not plunder. Therefore, Russians live in all the villages along the river banks. But in last years there is an unspoken policy of resettlement of Tatars to Russian villages. And there is a tendency to mosqueize all villages, including purely Russian ones.

In kindergartens, without asking parents, they introduce halal food. It's like the Jews have kosher, that is, religiously correct. Is it that now, before the children eat, re-consecrate this food?

Disregard for the interests of Orthodoxy is also the dominant feature of this construction. Wherever it is possible to do without him, they do without him, but they always try to put the priest next to the mullah. Or, let's say, the construction of mosques, which went on at a very accelerated pace under President Shaimiev. Now there are about 1,500 mosques in the republic. Moreover, behind the scenes, local entrepreneurs were involved in this by the authorities. There was even such a topic when a Russian businessman boasted that he had helped two Orthodox churches and four mosques. At the same time, under the tsars, there was a strong merchant class in Tatarstan, especially in the provinces. These were merchants-Old Believers who created powerful centers of culture and Russianness here, ranging from family values \u200b\u200bto the churches that they built here. This is about 500 prayed, spiritually richest orthodox churches, most of which are being destroyed and abandoned today.

Nobody has raised this topic yet. But I believe that it is a shame for the regional government, which allows such pearls to die. There were such examples in Kazan. This, for example, is the house church of the merchant Niklyaev of the 18th century, on the territory of the altar of which a new three-story building was built. No matter how indignant the public was, no matter how much they wrote to the head of the region about this, we failed to protect the temple.

The fact that even the current, curtailed form of the contractual Tatarstan statehood, whose leadership sometimes allows itself an easy opposition to the Moscow internal and foreign policy, is a bone in the throat of the Kremlin, we have written more than once over the past few years.

There have been more and more signs that the Kremlin is going to curtail the "Tatarstan project", and the republican state mass media are also carefully talking about this. In particular, the general director of OJSC TRK TNV Ilshat Aminov in his program "7 days" said the following: "A huge number of negative publications, stories about Tatarstan and the leaders of the republic appeared on the Internet in these difficult days. Let's face it, certain forces are very want to use the difficulties that have arisen to weaken the president's team, bring to its knees the rebellious republic, which has its own opinion on many issues of domestic Russian politics. Now it became clear to many that we have our own fifth column inside. I watched with bitterness how all this time the city electronic newspaper BUSINESS Online tried to translate the economic problem of Tatfondbank into a political plane, fanning the emotional political demands of the affected investors about the resignation of the prime minister and the president, using a tried-and-true propaganda scheme: we are, of course, against, but the people are demanding. "

On our own behalf, we add that this orientation of the activity of "BUSINESS Online" is manifested not only in the coverage of the activity of the anti-Tatarstan opposition, which came to support the Trojan of Moscow (or St. Petersburg?) Security officials Navalny, known for his chauvinistic views. It is this media that has recently turned into a tribune for the "reformer of Islam" Rustam Batrov, whose activities are clearly directed both against the Spiritual Administration of Muslims of the Republic of Tatarstan and against Islam as the basis of the Tatar immune system, which is fighting against assimilation, in principle.

That is, raising the question of the "fifth column" within the Tatarstan establishment is legitimate, given that "BUSINESS Online" is far from marginal media for the republic, and Batrov, until recently, is the second, and in some matters de facto the first person of the SAM RT ...

However, raising the question of a "fifth column" presupposes struggle and the presence of resistance. But is the leadership of Tatarstan going to fight for the republic and resist its seizure by Moscow raiders?

On the one hand, this is supported by both the statements of its representatives on federalism and the need to extend the treaty between Russia and the Russian Federation, which ends this summer, and its independent steps in the international arena, in particular, in relations with Turkey or Saudi Arabia.

On the other hand, now the scenario of hacking it is seen not "from above" - \u200b\u200bby blunt pressure from the center, but "from below" through the Tatarstan analogue of "Maidan", the technologies of which the Kremlin, which was previously exclusively their victim, is now trying to master and use in its own interests. as can be seen from the example of the events in Montenegro, Abkhazia, Moldova and Belarus. 1) Social destabilization is provoked from Moscow by technical actions like revoking a license from Tatarstan banks. 2) The opposition controlled from the center transfers the social protest into an anti-republican political channel. 3) The "Fifth Column" inside Tatarstan supports him, and as a result 4) the leadership of Tatarstan, displeasing to the Kremlin, is forced to leave. Further, 5) the affairs are transferred to a successor agreed by Moscow, after which the Kremlin raiders begin to clean up the remnants of the old team and republican autonomy.

The question arises - what could get in the way of this scenario? Tatarstan security officials? Hardly, since they are cogs of a system ultimately controlled from Moscow, and they are unlikely to risk (and not the fact that they want to) openly go against its instructions. But who then? Theoretically, only the "Tatar street" itself, not in the sense of ethnicity, but in the sense of political loyalty to the Tatar or Tatarstan political nation.

All previous years, the Tatar national organizations, capable of mobilizing their supporters for rallies in defense of sovereignty and national rights, were the street political resource of the Tatarstan statehood and nation. However, in recent years, the Tatar national-political movement with the participation or tacit consent of the republican leadership has been methodically exterminated. Rafis Kashapov was sent to the Russian Gulag, a suspended sentence was hanged on Fauzia Bayramova, Aydar Halim is suing, and now, apparently, we are witnessing the final phase of such a defeat. The other day, almost simultaneously, the main rally leader of the Tatar movement, his young face Nail Nabiullin, was sentenced to a 2-year suspended sentence, and a lawsuit was filed by the prosecutor's office to liquidate the All-Tatar Public Center (VTOTs) branch in the former capital of Tatar nationalism, Naberezhnye Chelny, as an extremist organization.

Let us note in this regard that five years ago, when Tatar national movements were actively holding rallies in Tatarstan, as well as supporters of, of course, the banned in Russia Hizb ut-Tahrir, Russian chauvinist experts were unanimous that the leadership of Tatarstan, allowing or even supporting it<татарское национальное движение, исламскую политическую партию> thus defending itself from Moscow. We admit honestly - there was common sense in such assessments - while the political street of Tatarstan was controlled by Tatar and Islamic organizations, its leadership could have been calm at least for the fact that it would not be controlled by anti-Tatar forces. And even if Hizb ut-Tahrir, too, must admit, has a negative attitude towards<властям> The Republic of Tatarstan, in principle, nothing prevented the creation of an Islamic alternative supporting the republic ...

However, instead, Hizb ut-Tahrir was simply defeated and continue to finish off<вынося членам этой, фактически мирно, с позиций гражданства противостоящей режиму исламской политической организации, аналога христианско-демократических партий в Европе, сфабрикованные приговоры по террористическим статьям> , and an ardent quilted jacket and de facto Islamophobe Batrov was put on the political bloc in the DUM RT. At the same time, the lower Tatar organizations and leaders were neutralized step by step. As a result, it turns out that at a critical moment, the "street" of Tatarstan is no longer controlled by Tatar and Islamic organizations, with which the republic's leadership could always find a common language, but by anti-Tatarstan forces inspired by Russian chauvinist leaders and supported by the fifth column in the republican establishment.

What is the leadership of Tatarstan going to do about this? If it is going to resist Moscow's attempts to seize the republic, it has almost no time left to not only stop the flywheel of repression against Tatar and Islamic organizations, but also unequivocally take them under its protection and initiate their return to the street under the slogans of protecting Tatarstan's sovereignty. Otherwise, it can continue in the same spirit and wait for the next provocations, after which it will be put under the necessity of "handing over the republic into good hands" and "retire to well-deserved rest" by itself. Or, in other words, "drain Tatarstan" and betray your people, who will lose one of the last obstacles on the way to final assimilation.

"Tatarstan is self-disarming. Is the republic being drained?"
